What Success Looks Like In This Job
The Internal Auditor & Investigator is an independent position that reports directly to the Clerk and Recorder. This position is responsible for conducting detailed reviews and investigations of all C&R financial transactions, operational processes, and internal controls across the Clerk & Recorder’s Office, including Motor Vehicle, Recording, Elections and Accounting divisions. This role proactively identifies irregularities, resource misuse, and process weaknesses while ensuring compliance with applicable laws, policies, and best practices. The position also recommends and helps implement process improvements to strengthen transparency, security, and accountability.
Examples of Duties for Success
+ Analyze transaction records, reports, and supporting documentation to detect irregularities, accuracy, resource misuse, and process weaknesses.
+ Conduct investigations into suspected unauthorized activity, theft, or misuse of office resources.
+ Evaluate current processes and internal controls to ensure adequate safeguards against misappropriation and manipulation.
+ Develop audit plans, sampling methodologies, and testing procedures tailored to high-risk areas.
+ Prepare clear, concise, and well-documented audit findings, reports, and recommendations.
+ Work closely with business partners, including the State of Colorado Motor Vehicle Investigative Unit, Adams County Treasurer’s Office, District Attorney’s Office, and Sheriff’s Office or local law enforcement, when applicable.
+ Collaborate with the Clerk and the Chief Deputy to correct deficiencies and implement preventive measures.
+ Maintain confidentiality of sensitive information and evidence throughout investigations.
+ Stay informed on relevant laws, regulations, and industry standards in auditing and investigations.
+ Provide training or guidance to staff on internal controls, risk awareness, and process integrity
Qualifications for Success
+ Demonstrates experience analyzing financial or operational records to detect discrepancies.
+ Strong understanding of internal controls, audit methodologies, and investigative techniques.
+ Excellent attention to detail, accuracy, and analytical reasoning.
+ Skilled in handling confidential and sensitive information with discretion.
+ Strong written and verbal communication skills for reporting findings and recommendations.
+ Proficiency with Microsoft Excel, Word, and relevant audit or case management software.
More Qualifications for Success
+ Minimum Qualifications
+ Bachelor’s degree in Accounting, Finance, Criminal Justice, Business Administration, or a related field is highly preferred.
+ Minimum of 5 years’ professional experience in auditing, investigations, fraud examination, or a related role.
+ A combination of education and equivalent work experience may also be considered. We will consider one year of relevant work experience for each year of education (example: four-year degree would be considered four years of experience)
+ Preferred Qualifications
+ Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), or related professional certification.
+ Public sector auditing or government investigative experience.
+ Knowledge of laws, regulations, and procedures governing Clerk & Recorder operations.
