General Description
This is a working supervisory position directing crews involved with the inspection, maintenance, and repair of the water system, in the Bureau of Water and Lighting, Department of Environmental Services. Employees of this class may be required to work the overnight shift for much of the year, supervising crews of technicians and water maintenance professionals. The Supervising Water Distribution Technician will also perform all other duties associated with the position of Water Distribution Technician, when required. Work is performed independently, with general supervision from higher level supervisory personnel. Individuals in this class may also work weekends, holidays, irregular hours, or nights. Performs related work as required.
Typical Work Activities
+ Supervises crews performing water distribution duties such as: flushing water mains; removing or correcting hazardous conditions; placing barricades; testing water pipes; reading, repairing, and replacing water meters;
+ Identifies, directs, and performs first-response repairs to water system, writes out work orders, and recommends to supervisor any further action to be taken in order to resolve problem;
+ Investigates water system problems in response to customer complaints, such as leaking pipes, dirty or otherwise contaminated water, lack of pressure, etc.;
+ Performs hydraulic tests, locates leaks using listening devices, and performs on-site tests for water purity;
+ Inspects and evaluates work performed by contractors and plumbers and writes reports describing the work completed and submits damage reports if necessary;
+ Operates, maintains, and repairs water system valves, stop cocks, services, and mains;
+ Locates underground pipes, valves, and curb boxes using electronic equipment, and locates these water facilities and also hydrants and underground electrical service lines using scale maps, piping diagrams, and measuring devices;
+ Inspects existing hydrants to determine whether all parts are present and functioning and may perform minor repairs and lubricate parts;
+ Measures and records dimensions and locations of new and existing water services and verifies measurements of existing valve and curb valve; sketches simple diagrams or line drawings when necessary;
+ Assists Engineers performing water waste surveys and hydraulic investigations;
+ Writes field reports and maintains records;
+ Uses safety equipment and safe practices at job site and is responsible for insuring that contractors and City crews use such equipment and practices;
+ Checks and approves time cards and leave requests and explains and enforces employee work rules and trains subordinates in work procedures;
+ Meets regularly with employees to discuss safety policy and accident-prevention methods;
+ Conducts motor vehicle and personal injury accident investigations and completes supervisor’s reports;
+ Conducts training sessions on safety topics and City, Department and Bureau policies.
PROMOTIONAL FIELD:
Candidates must be currently employed with the City of Rochester and must have served continuously* as a Water Distribution Technician for the 12 months immediately preceding the date of the examination.
Minimum Qualifications
+ High School diploma or G.E.D. PLUS
+ Four (4) years of experience working in a municipal water distribution system, with two (2) years at a lead worker level or higher performing a variety of maintenance and repair tasks, including location of underground pipes and leaks.
NOTE: Public Works/Public Service Administration Intern Program Certificate may substitute for six (6) months of experience a lead worker.
SPECIAL REQUIREMENTS:
+ Candidate must possess a New York State Class D Driver's License at time of appointment.
+ Eligible candidates are required to pass a background investigation which may include but will not be limited to investigation into education, military, previous employment, medical, residency, and criminal records.
+ Possession of a Class D Water Plant Operator license from the New York State Department of Health within 1 year of appointment.
+ Possession of a New York State Certification as Backflow Prevention Tester within 6 months of appointment.
Exam Information
Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and/or abilities in the following areas.
Water Distribution Systems and Fire Hydrants: These questions test for knowledge of the proper methods, materials, and equipment used in the installation, testing, repair, and operation of waterlines, fire hydrants, and related appurtenances, including trenching and safety practices.
Mechanical Devices and Tools Used in Maintenance Work: These questions test for knowledge of general mechanical principles and for the ability to identify various types of hand tools and construction equipment and their proper use and maintenance.
Understanding and Interpreting Technical Information and Construction and Site Plans: These questions test for the ability to read, analyze, and perform computations based on written technical presentations and technical drawings related to water and/or sewer line systems. All the information needed to answer the questions will be presented in the written material and/or drawings.
Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
Test Guide:
+ The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.
+ The Central Library of Rochester and Monroe County MAY have exam-related material, as well as, other branches. (i.e., CSEA Exam Preparation booklets)
