Description of Work Unit
The Forest Planning and Implementation Division of the CSFS provides administration and oversight of forest management programs that directly contribute to the agency’s mission of “the stewardship of Colorado’s diverse forest environments for the benefit of present and future generations”. Division staff provides leadership, program oversight, coordination and administration of statewide forest planning and implementation programs, policies, and procedures in forest management; wood utilization; fire, fuels, and watershed management; and seedling tree nursery operations.
Position Summary
Under the direct supervision of the Associate Director of Forest Planning and Implementation, this position is responsible for providing leadership, oversight, technical expertise, coordination and administration of assigned statewide and agency-specific forest management programs, policies, and procedures. Programs include: Good Neighbor Authority ( GNA ), Watershed Management, and cooperative agreements with water providers, non-governmental organizations, and other non-federal partners. The Manager is expected to be highly knowledgeable in related program areas, to be proactive in their professional development and aware of significant changes, practices, and science in related areas, and to effectively share new knowledge and information with internal and external audiences.
Daily activities include: Lead contact with external agency leadership for GNA and Watershed Management. Statewide strategic development, policy interpretation and policy/program formulation and implementation; supporting program specialists with program implementation and coordination; coordination with federal, state, and local partners; budget administration and accomplishment reporting; grant and contract writing and administration; representing the Colorado State Forest Service ( CSFS ) on a variety of state and regional committees; and assisting the Associate Director with other projects as they arise.
The Manager is also responsible for the supervision of their assigned staff, including, but not limited to, regular performance evaluation, team building and team meetings, professional development, and conflict resolution. The Manager must be self-directed and innovative.
The Manager is a member of the CSFS Management Team. The Management Team coordinates work effort across all program areas for efficiency, effectiveness, and cohesiveness of program delivery and outcomes. The Management Team’s role is to allocate and manage resources to ensure agency goals and objectives are achieved on time and within budget, address operational and program issues, and ensure that policies and practices are implemented consistently.
Required Job Qualifications
+ A Bachelor’s degree in forestry, other natural resources program, or a related degree will be considered.
+ Five years progressively responsible experience of combined field forestry and natural resources program administration experience.
+ Successful applicants must have a valid Colorado driver’s license or ability to acquire one upon employment.

+ Experience with program planning and administration including: Effectively documenting accomplishments, record-keeping, developing annual reports; budget management and tracking; and developing annual program of work.
+ Demonstrated ability to manage and oversee programs, projects, operations and staff.

+ Experience with managing natural resource-related grant programs.
+ Experience in preparing and administering contracts and agreements.

Forest and Watershed Management
+ Understanding of the Good Neighbor Authority and experience with project implementation and/or project planning and management.
+ Knowledge of forest management, Wildland-Urban Interface ( WUI ), and watershed issues in Western United States Forests.
+ Knowledge of post-fire impacts to watersheds and effective rehabilitation treatments.

Provides leadership, oversight, technical expertise, coordination and administration of assigned statewide forest management programs, policies, and procedures. Is proactive and forward thinking in program development. Advises agency leadership on current emerging issues in these program areas. Responsibilities include (but are not limited to):
+ Good Neighbor Authority Program ( GNA )
+ Principal contact with the statewide and regional offices of the BLM and USFS for purposes of statewide strategic development.
+ Policy interpretation and guidance.
+ Training development for CSFS personnel engaged with GNA .
+ Implement a strategic plan to grow the GNA Program.
+ Engage USFS and BLM leadership to create shared mutual goals and targets to reach within specific timelines.
+ Identify programmatic, policy, or operational obstacles and work with others to propose solutions to overcoming those obstacles.
+ Ensure the CSFS has the opportunity to provide input on the development of short and long-range plans for federal forest management and restoration projects.
+ Understand all related policies and provides consultation to agency leadership and others to make informed decision-making.
+ Makes recommendations for the prioritization and allocation of resources.
+ Maintains key working relationships with various local, state, and federal partners.
+ Identify external partnerships to leverage funding to increase the footprint of cross-boundary work.
+ Watershed Program
+ Facilitate the creation and implementation of a strategic plan to grow the Watershed Program.
+ Identify collaboratives at the local, state, and federal levels throughout the state and assess when the CSFS should invest their resources.
+ Make recommendations for the prioritization and allocation of resources.
+ Keep current on policies affecting watershed management in Colorado.
+ Represent CSFS on various state and regional committees.
+ For all program areas: Develop, maintain, and leverage partnerships with water utility providers, federal, tribal, state, and local government; forest products industry; conservation organizations; collaboratives; and other pertinent organizations to leverage funding and authorities and to better coordinate work to implement cross-boundary forest and watershed management.

Formulates, coordinates, and implements broad policies for administration of assigned programs. Responsibilities include (but are not limited to):
+ Coordinate with federal agencies to develop regular planning engagements and processes to track and plan for projects to be implemented under the GNA and Watershed Program.
+ Support GNA and Watershed Program Specialists with reviewing supplemental project agreements and contracts as needed.
+ Develop training and tools for staff to better understand and implement the Good Neighbor Authority.
+ Assess options and potential program development for CSFS support in federal environmental planning processes (ex. NEPA ).
+ Ensure consistent program work flow, financial tracking, reporting, etc.
+ Develop and implement annual budgets for programs, ranging from $2-6 million.
+ Represent CSFS in strategic planning in cross-boundary partnerships in critical watersheds throughout Colorado.
