Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance, Finance and Accounting Directorate, located in Indianapolis, IN. Responsibilities In this position, it directs and manages overall payroll program operations and oversees payroll processing activities for CBP. This position starts at a salary of $147,845.00 (GS-15, Step 1) to $192,197.00 (GS-15, Step 10). Duties include but are not limited to: Direct and manage the overall payroll program operations and oversee payroll processing activities for CBP and several client Department of Homeland Security components. Independently plans, directs, controls, and monitors the efficiency and effectiveness of CBP payroll services and processing operations supporting over 60K employee accounts. Interprets and applies laws, regulations, decisions, and rulings to payroll systems and procedures to ensure conformity and proper application. Provides policy, technical and implementation guidance to ensure compliance with appropriation law and/or employee compensation, pay and benefits legislation. Provides payroll litigation and implements prudent cash management practices, to minimize excessive payments towards frivolous claims and maximize collection efforts of employees' debt. Implements prudent cash management practices to ensure the collection of administrative debt stemming from overpayments to employees. Qualifications Experience: You qualify for the GS 15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing, managing, and overseeing payroll and financial management personnel, activities, programs, policies, and operations; Providing expert payroll management advice and guidance to senior leadership; Recommending and overseeing program and major project initiatives and resolving program problems. Directing, managing, and providing policy guidance and oversight of financial management personnel, activities, programs, and operations; providing expert accounting advice and guidance to senior leadership; Serving as the liaison on all client agency payroll program policy and operational issues and resolving program problems. Additional Information All newly appointed, GS-15s are required to complete mandatory leadership training. The Office of Training and Development will schedule eligible managers to attend the training within the first 90 days of appointment. All newly appointed, permanent GS-15s shall attain the knowledge, skills, and abilities necessary to successfully perform their responsibilities by completing required leadership training in accordance with agency policy.
