    Job Summary

    The University of Michigan, Division of Public Safety and Security (DPSS), Emergency Management serves the community by preparing for, protecting against, and responding to a broad range of emergencies that could impact our people, operations, and environment. The Emergency Management and Continuity Specialist assists in supporting and coordinating a comprehensive all-hazards approach within the University of Michigan's 19 schools and colleges, divisions, business and service units, independent centers and institutes, as well as auxiliary operations, which include Athletics, Student Life, and Michigan Medicine.

     

    This position will be physically located at our Ann Arbor campus. The Emergency Management Operations maintains strategic partnerships both internally and externally and will be expected to engage regularly with faculty and staff, community, state, and federal partners to further enhance protection, prevention, and preparedness efforts.

     

    This position requires the candidate to successfully pass a thorough background investigation and drug screening. The position requires driving a university vehicle.

    The Division of Public Safety and Security (http://dpss.umich.edu/) (DPSS) leads all public safety functions within the university, including police, security, and emergency management, and offers an integrated approach to safety and security, operating 24 hours a day, seven days a week, 365 days a year. DPSS combines Ann Arbor, Dearborn, and Flint operations to provide students, visitors, faculty, and staff with a safe and secure environment. Through our partnerships across the university and local, state, and federal law enforcement agencies, we use a blended service model to meet the needs of our community and exceed expectations.

    Responsibilities*

    This position is responsible for assisting and coordinating emergency response and operations efforts at the institutional level, as well as providing subject matter expertise support and guidance to university units. A priority focus of this position will be to coordinate resource needs, procedures, and technical system operations for the Emergency Operations Center space.

    These responsibilities include, but are not limited to:

    + Serves as subject matter expert on emergency operations issues and Emergency Operations Center (EOC) capabilities and procedures.

    + Oversees and maintains the day-to-day readiness of the EOC to ensure it is fully operational, equipped, and ready for activation at all times.

    + Develops, revises, and implements operations center checklists/manuals/handbooks, standard operating procedures (SOPs), concepts of operations (CONOPs), etc.

    + Develops initial planning, organizing, staffing, and execution functions for emergency response activities in the EOC.

    + Prepares and disseminates timely situation reports, briefings, and relevant information to key partners and senior personnel.

    + Ensures timely and accurate information is communicated to DPSS leadership, university partners, and external stakeholders during emergencies or interruptions to operations in accordance with established procedures.

    + Serves as the initial staff lead for developing emergency management special event support plans.

    + Develops first drafts of operations center staffing plans, schedules, and workflow timelines.

    + Manages and maintains applicable technology platforms and databases to support the EM mission (i.e., common operating picture tools, video management systems, incident management platforms, mass notification/alert capabilities, audio/visual systems, etc.).

    + Manages select databases and software solutions, collaborating with DPSS IT and University ITS to ensure the timely execution of system updates and proper operability.

    + Develops and implements training programs for DPSS staff and key partner organizations.

    + Serves as EM program lead for various program areas, including but not limited to emergency communications and emergency coordination procedures.

    + Liaises with appropriate university partners, first responder partners, local, State, and Federal agencies, and private sector entities regarding issues, initiatives, and standards related to emergency management and continuity.

    + Supports development, readiness, and implementation of life safety and continuity programs, supporting projects, exercises, and special events, as needed.

    + Supports activation of the Emergency Operations Center and personnel deployment, as necessary.

    + Supports the Associate Director and Director of EM with various assignments that further the goals of DPSS EM.

    + Performs other duties as assigned.

    Required Qualifications*

    + Bachelors degree in Emergency Management, Homeland Security, Public Administration, Business Administration, Criminal Justice, or a similarly related field.

    + Ability to collaborate with a heterogeneous population of partners within academic, research, medical, and business settings.

    + Strong organizational, interpersonal, verbal, and written communication skills.

    + Ability to work independently, multitask, and prioritize assignments and deadlines.

    + Ability to implement innovative solutions to complex problems through technology, partnerships, and leveraging of resources.

    + Significant Operations Center experience operating technical systems such as video management systems, mass alert/communications platforms, audio/visual technologies, and others.

    + Ability to analyze a wide array of issues and translate them into clear and concise plans and/or reports.

    + Ability to present ideas and recommendations to peers and management.

    + Project management experience with strong attention to detail.

    + Ability to perform in a fast-paced security environment, where confidentiality is critical.

    + Proficient in Google and MS platforms.

    + Completion of ICS 100, 200, 300, 400, 700, and 800 within one year of employment.

    + Flexibility to work non-business hours as needed.

    Given reporting requirements during emergencies, critical incidents, or high-profile events, this position is classified as onsite. However, we do allow for some remote work as conditions allow.

    All members of the Division of Public Safety and Security (DPSS) are considered Campus Security Authorities (CSAs) under The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. DPSS employees are required to complete Clery Compliance Training within the first 14 days of employment and annually thereafter.
