    RTX/Collins is seeking an Advanced Program Manager to join our growing team within the Mission Systems business, specifically supporting the Protected Communications Systems business area and the Voice C2 & New Markets segment. This pivotal role is responsible for leading new business capture efforts, overseeing strategic IRAD (Internal Research and Development) programs, and guiding opportunities from concept through proposal and transition to execution.

     

    The ideal candidate will blend strategic vision, capture management expertise, and strong program execution leadership, all within the aerospace and defense marketplace. This position is highly cross-functional and customer-facing, with frequent interaction with engineering, finance, business development, and external stakeholders.

     

    This is an onsite position at our Largo, FL site.

    Key Responsibilities:

    + Lead new business pursuits, including capture strategy, opportunity shaping, competitive analysis, teaming, and proposal development.

    + Manage and oversee IRAD projects, ensuring alignment with Voice C2 and New Markets growth objectives, technical innovation, and ROI.

    + Serve as a program owner for capture and IRAD efforts, responsible for cost, schedule, technical performance, and risk mitigation.

    + Collaborate with Business Development, Engineering, Contracts, and Pricing to develop compliant compelling, and winning proposals.

    + Coordinate with customers (e.g., DoD, defense primes) to understand mission needs and position the business for success.

    + Apply Earned Value Management (EVM) and other program controls as appropriate for IAD tracking and reporting.

    + Prepare and present regular executive briefings, gate reviews, and business cases for internal investment and opportunity prioritization.

    + Stay current with market trends, customer requirements, and emerging technologies in secure communications, tactical voice systems, and C2 environments.

    + Maintain awareness and ensure compliance with FAR/DFARS, ITAR, and export control regulations.

    Qualifications You Must Have:

    + Bachelor’s degree in engineering, Business, or a related technical field.

    + Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

    + Typically requires: Bachelor’s degree and 10 years of prior relevant experience **_OR_** Advanced Degree in a related field and minimum 7 years of experience

    + Minimum 8+ years of program or project management experience in the aerospace and defense industry.

    + Demonstrated success in leading new business pursuits and managing government proposal efforts.

    + Experience managing IRAD/CRAD programs from concept through transition to contract.

    + Strong understanding of government acquisition processes, contracting mechanisms (CPFF, FFP, OTA) and proposal development lifecycle.

    + Excellent communication and stakeholder engagement skills, including experience working with senior military, government, or industry officials.

    Qualifications We Prefer:

    + Master’s degree in business administration, Engineering Management, or related discipline.

    + PMP, PgMP, or other relevant certifications.

    + Familiarity with protected communications, secure voice systems, or tactical C2 technologies.

    + Experience with DoD budget cycles, SBIR, or managing Other Transaction Agreements (OTAs)

    + Proficiency in project management tools and data visualization platforms

    + Demonstrated ability to lead teams in fast-paced, dynamic environments

    The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.

     

    RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
