CRA and HMDA Compliance Officer
The Community Reinvestment Act (CRA) and HMDA Officer provides senior administrative leadership for the Bank's Community Reinvestment and HMDA programs and related programs including but not limited to HMDA. Designs, maintains and leads performance analysis to assess ongoing CRA loan, investment, and service performance, and is responsible for overall HMDA program governance, including second line compliance testing, LAR filing, and reporting, as well as critical fair lending performance criteria. Helps to formulate and implement the Bank's CRA Plan to ensure a grade of Satisfactory in each CRA assessment area. The position involves tactical cross-collaborative leadership, risk management, and active collaboration with midlevel and senior management, legal teams, and external regulators.
Key Responsibilities and Duties
+ Facilitates the development, implementation, and administration of the Bank’s CRA and fair lending (including HMDA) programs, procedures, training and education, and practices to ensure that the company is in compliance with all relevant laws and regulations.
+ Facilitates the collection, evaluation, documentation, and organization of applicable CRA, HMDA and other key data and information necessary to evaluate Bank performance. Establishes Bank standards for program performance data and metrics.
+ Demonstrates and maintains an excellent working knowledge of CRA, HMDA, 1071 and other applicable laws and regulations.
+ Communicates results of scorecard and performance analysis to broader management team, including key takeaways and opportunities for improvement.
+ Communicates with Lending and Deposit teams, providing advice, interpretation and guidance of applicable laws and regulations, including corporate policies and standards related to CRA, HMDA, and related fair lending requirements.
+ Works to ensure compliance and reduce risk related to CRA, HMDA and supporting requirements through supporting regulatory requirements through robust oversight.
+ Assesses the Bank’s CRA performance results and collaborates with CRA Officer to recommended changes in Bank products and services to enhance achieving CRA targets.
+ Collaborates with internal teams to ensure fair lending principles are integrated into business processes and manage execution of fair lending testing using a risk-based approach.
Minimum Qualifications
+ Minimum of 5 years of banking experience, preferably in compliance, lending, or audit roles
+ Hands-on experience with CRA and HMDA regulations, including data collection and reporting
+ Ability to interpret and apply federal regulations with a strong understating of Fair Lending, CRA, and HMDA requirements
+ Excellent verbal and written communication skills
+ Detail-oriented with superb organizational and time management skills
Preferred Qualifications
+ 7+ years in banking or financial services, with a focus on compliance program development
+ Ability to interpret and apply federal regulations with a strong understating of Fair Lending, CRA, and HMDA requirements
Educational Requirements
+ University (Degree) Preferred
