Brief Position Overview
The Manufacturing Industrial Base ( MIB ) team is a part of Montana State University’s Institute for National Security Research and Education ( INSRE ). The MIB Solutions Engineer II will work directly with staff at Montana State University as well as industry, academia, government, and other partners to develop relationships and create opportunities that allow the MIB team and affiliated teams at MSU to contribute to national security.

General Statement

Duties and Responsibilities
Duties & Responsibilities will include, but are not limited to, the following:
+ Engage with industry, government, Department of Defense ( DOD ), academia, and other partners to establish relationships and create opportunity for MIB team to contribute to National Security.
+ Engage with industry, government, DOD , academia, and other partners to establish relationships and create opportunity to advance national security research and education objectives at MSU .
+ Work to address National Security and DOD capability gaps.
+ Seek solicitations for relevant project or program work for MIB .
+ Develop responses to solicitations in cooperation with MIB and other MSU teams.
+ Develop, produce, host, and publish a podcast for the MIB team to include interviewing guests relevant to the MIB mission.
+ Follow State of Montana and Federal guidelines for the procurement of goods and services in support of project execution.
+ Work with DOD Program Offices and users to understand requirements and collaborate with research partners in industry and academia to address technology gaps.
+ Conduct project work and follow established budgets in accordance with existing DOD Mentor Protégé Agreement(s), other sponsor agreements, and MSU requirements.
+ Travel to meet with industry, government, academia, DOD , and other contacts and as required for the success of the project. This may include trade shows and program events.
+ Comply at all times with the MilTech Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the MilTech Technology Control Plan governing security and work controls. Both agreements will be signed by each employee and will remain in effect for the duration of MilTech employment.
Required Qualifications – Experience, Education, Knowledge & Skills
+ Demonstrated experience working with planning and current processes within DOD and Government programs.
+ Demonstrated ability to accurately understand and translate MSU and MIB capabilities into strategies for developing and maintaining partnership relationships with DOD and Government programs.
+ Demonstrated experience seeking and responding to solicitations for project or program work.
+ Demonstrated experience working collaboratively with strategic level stakeholder groups including senior leadership, government customer liaisons, industry partners, and support teams, to support overarching strategies to create and support enduring customer relationship initiatives.
+ Demonstrated experience developing, producing, hosting, and publishing an interview podcast.
Preferred Qualifications – Experience, Education, Knowledge & Skills
+ Previous project/program experience working with FAR -based contracts.
+ Demonstrated experience with Montana State University and MIB capabilities, processes, and tools.
+ Military experience, and/or familiarity with military protocols, processes, and terminology.

+ Positively impact MIB successful outcomes to further future project efforts.
+ Accurately understand and translate MIB , INSRE , and MSU capabilities into strategies for developing and maintaining partnership relationships with DOD and Government programs.
+ Represent MIB , INSRE , and MSU in a professional manner when interacting with all stakeholders and personnel; possess excellent communication skills and the ability to communicate effectively with the entire range of stakeholders, both orally and in writing.
+ Understand and maintain effective working relationships with industry, government, DOD , academia, and other partners, and abide by established processes when engaging directly with customers.
+ Work collaboratively and effectively with all MilTech staff supporting initiatives.
+ Be highly detail-oriented and organized, and rapidly learn and accurately incorporate relevant MilTech, INSRE , and MSU policies and procedures into all work efforts.
+ Be a self-starter able to work independently to identify, plan, organize, manage and execute projects and tasks.
+ Quickly identify problems and formulate possible solutions, exhibiting good judgment, flexibility and innovation to respond to the needs of a wide variety of clients.
Position Special Requirements/Additional Information
This position is contingent upon continued grant funding.
Successful candidate must be able to comply with the federally mandated requirements of U.S. export control laws, which may require proof that candidate is a U.S. person. Per 22 CFR §120.15, U.S. person means a person who is a lawful permanent resident as defined by 8 U.S.C. 1101(a)(20) or who is a protected individual as defined by 8 U.S.C. 1324b(a)(3).
This position may require the ability to obtain and maintain a DOD National Security Clearance and Common Access Card ( CAC ), and/or meet other government-defined restrictions appropriate for work level and access. Other security-related requirements will include receiving favorable background checks by state and federal agencies pursuant to federal law and regulations.
This position requires ability to travel via all modes of transport when necessary to interact with DOD and/or DHS customers, including travel throughout the Continental U.S. as well as Alaska, Hawaii, U.S territories and possessions, and possibly other worldwide locations.
