    + Office/On-Site, with the option to telework one day per week, following the completion of the initial working test period

    THE ROLE:

    We currently have an opening for a Workers' Compensation District Operations Supervisor in WCC's Bridgeport Office. Discover the opportunity to interact with a wide variety of people on a daily basis and to work closely with the Staff and Administrative Law Judges to facilitate the workers’ compensation hearing process.

    ABOUT US

    The WCC administers the workers’ compensation laws of the State of Connecticut with the ultimate goal of ensuring that workers injured on the job receive prompt payment of lost work time benefits and attendant medical expenses. To this end, the Commission facilitates voluntary agreements, adjudicates disputes, makes findings and awards, hears and rules on appeals, and closes out cases through full and final stipulated settlements.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Workers Compensation Commission this class is accountable for managing and overseeing the operations of the district office, the claims process of injured employees and the dispute litigation resolution process of the Commission.

    EXAMPLES OF DUTIES

    + Schedules, assigns, oversees and reviews work of staff;

    + Provides staff training and assistance;

    + Conducts performance evaluations;

    + Determines priorities and plans unit work;

    + Establishes and maintains unit procedures;

    + Develops or makes recommendations on development of policies and standards;

    + Acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures;

    + Prepares reports and correspondence;

    + Troubleshoots and resolves problems related to Commission hearings;

    + Assists in planning and implementation of policies and procedures;

    + Serves as liaison with claimants, Attorneys, insurance company representatives, employers, investigators and Administrative Law Judges;

    + Responds to oral and written inquiries from attorneys, insurance company representatives, claimants, etc.;

    + Schedules hearings;

    + Processes all commission legal and record keeping functions;

    + Manages Administrative Law Judge's caseload and pending litigation schedule;

    + Identifies and resolves scheduling backlog;

    + Performs general business functions such as purchasing, mail operations, receiving and inventory control;

    + Coordinates and responsible for all aspects of office including security, complying with lease terms, parking, maintenance and custodial services;

    + May make recommendations on policies or standards;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of relevant state and federal laws, statutes and regulations;

    + Knowledge of

    + principles and practices of public administration;

    + Workers’ Compensation injury procedures in public and private sectors;

    + legal practices and procedures in Connecticut;

    + legal hearing procedures;

    + legal research procedures and terminology;

    + office procedures such as personnel and payroll practices and purchasing procedures;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills;

    + Ability to

    + comprehend and apply statutes, regulations and administrative policies and procedures;

    + deliver presentations for external and internal groups;

    + utilize computer software;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of experience in an administrative capacity in an office dealing with dispute resolutions and applying statutes regulations on a daily basis.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been at the paraprofessional level requiring extensive use of independent judgment in the application of policies and procedures.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in public administration, business administration or a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience processing workers’ compensation claims

    + Experience communicating with claimants, attorneys and insurance representatives

    + Experience supervising and reviewing employee’s performance

    + Experience managing operations and competing priorities in an office setting

    + Experience with internal and external conflict resolution
