Responsibilities SUMMARY: The primary purpose of this position is to function as the base Test Control Officer (TCO) and primary Test Examiner (TE) in the administration of the military personnel testing program, to perform technical, specialized work in support of Total Force education and training functions. To provide education and training services to military and civilians assigned. DUTIES: 1. Supports the administration of the installation's military personnel testing program for accession, promotion, proficiency and career development tests under guidance from the Test Control Officer or higher-level technician. 2. Assists in verifying and updating personnel education and training records in automated systems such as MilPDS and AFAEMS. 3. Performs general clerical and administrative tasks to support office operations. 4. Provides initial support and referral assistance to military members, their dependents, and civilian personnel seeking educational guidance. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR GS-1702-06: One year of specialized experience for GS-05 grade/level or equivalent in the federal service, which includes knowledge of military policies, instructions, principles, processes, and procedures governing personnel management, enlisted promotions and military testing programs; Knowledge of regulations, directives, and procedures related to the receipt, storage, handling and destruction of Controlled Test Materials; Knowledge of promotion eligibility coding and verification systems, including MILPDS, WIRE, DJMS, PCIII, and CMS and the ability to interface these systems to reconcile pay discrepancies and validate account transactions. This definition of specialized experience is typical of work performed at the GS-05 grade/level in the federal service. OR EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: I have a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE FOR GS-1702-07: One year of specialized experience for GS-06 grade/level or equivalent in the federal service, which demonstrates knowledge of military personnel instructions and flying training operations, with a deep understanding of complex eligibility requirements and valid test administration; Skilled in planning, developing, and coordinating detailed test rosters to ensure accurate promotion eligibility and prevent test compromise; And comprehensive understanding of policies and regulations for the control, storage, handling and destruction of Controlled and classified Test Materials. OR EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS External Candidates: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military policies, instructions, principles, processes, and procedures governing personnel management, enlisted promotions and military testing programs. 2. Knowledge of regulations, directives, and procedures related to the receipt, storage, handling and destruction of Controlled Test Material. 3. Knowledge of promotion eligibility coding and verification systems, including MILPDS, WIRE, DJMS, PCIII, and CMS and the ability to interface these systems to reconcile pay discrepancies and validate account transactions. 4. Skill in using office automation software (e.g., word processing, spreadsheets, databases and presentation tools) to support operations and produce professional documentation. 5. Skill in applying analytical methods to evaluate program effectiveness, identify deficiencies, and resolve operational conflicts. 6. Ability to communicate effectively, both orally and in writing, using tact and professionalism, and to interpret automated products to assess the adequacy of testing programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
