Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
MSTS Contracts & Procurement Management is seeking a Senior Principal Procurement Specialist for our Focus Buyer Development group to provide specialized training to our Procurement Specialists, Compliance Specialists, Procurement Help Desk, Prime Contract and Management staff by designing and improving our existing training to focus on each individual groups' needs.
Key Responsibilities
+ Reviews and revises existing materials for staff requirements.
+ Creates and organizes additional materials needed for both employee and management requirements to include a wide range of acquisition process topics.
+ Provides classes to new hires, current staff, and managers to prepare them for the needs of the organization.
+ Monitors and adjusts the development program and user support resources based on individual needs.
+ Develops needed curriculum and presents it by conducting formal classroom courses, mentoring, workshops, seminars, and/or computer based/computer aided training or other training methods, as best fit for the organizations' needs.
+ Possess exceptional interpersonal skills and superior oral and written communication skills.
+ Writes development programs, including outlines, texts, handouts, knowledge checks and design exercises.
+ Schedules classes based on user availability.
+ Lectures staff on identified issues and lessons learned examples, following outlines, handouts, and texts, and using visual aids, such as graphs, charts, videotape, and any medium seen fit.
+ Offers development topics in multi-media platforms in-person, via TEAMS, web-based courses, one-on-one, small groups, and individual training, as needed.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
+ Bachelor’s degree in related field or equivalent training and experience with at least 12 years relevant, progressively responsible experience.
+ 5 years of experience in the development of training tools and training personnel by conducting formal classroom courses, mentoring, workshops, seminars, and/or computer based/computer aided training.
+ Comprehensive understanding of curriculum design, teaching strategies, surveys, and training procedures as it relates to Procurement and acquisition processes.
+ Excellent verbal and written communication abilities.
+ Working knowledge of Microsoft Word, Excel, PowerPoint, and on-line survey software (Typeform, Survey Monkey).
+ Working knowledge of video editing software such as Camtasia.
+ Interpersonal and teamwork skills.
+ Time and project management skills.
+ Knowledge of Department of Energy, M&O contracting is preferred.
+ The primary work location will be at the Losee Road facility in North Las Vegas, Nevada, and remotely.
+ Work schedule for this position will be 9/80 with every other Friday off (The schedule is subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver's license.
_Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’_

Annual salary range for this position is: $117,426.20 - $182,010.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
