    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.     Responsiblities

Help us advance the NNSS’s mission by shaping business operations and contract management activities while enabling enterprise collaborations that drive scientific progress and national security.

    Key Responsibilities

    + Supports the Prime Contract Manager in creating and executing the strategic plans and directions to enable the NNSS mission and associated programs.

    + Develops and coordinates business planning documentation through appropriate research activities and analyses in accordance with company policy and mission objectives for internal and customer requirements.

    + Devises business operations initiatives to help enable the company find opportunities to meet its contractual work requirements in an efficient and economical manner.

    + Plans, coordinates and drafts cross-functional decision papers and business cases for internal and external decisions relating to a wide range of business support and operations activities.

    + Works with internal customers to evaluate the most effective methods that enable and enhance the performance of contractual deliverables and/or service level agreements.

    + Evaluates and recommends organizational or contractual changes to improve the effectiveness of operations.

    + Gathers, organizes and analyzes data and information regarding programmatic activities. Analyses gathered insights plus develop solutions or alternative methods of proceeding.

    + Research business operations-related problems and procedures, such as subcontractor activities, information flow, integrated work performance methods, or internal control.

    + Perform other duties assigned by Management.

    Qualifications

    + Bachelor’s degree in related field and at least 12 years’ of professional level experience, or equivalent training and experience.

    + Must possess at least a combination of 10 years of experience in at least two or more of the following:

    + Federal government contract administration

    + Corporate-level supply chain or business operations planning

    + Service delivery business unit program or project management

    + Manager for a DOE/NNSA or DoD contractor

    + Construction or Facility Engineering project support

    + Management Consultant

    + Must have good work ethic, be motivated to succeed, and be a self-starter.

    + Must be able to lead meetings and coordinate complex ideas and topics with cross-functional staff and senior leaders.

    + Able to utilize independent judgment, creativity, and initiative to resolve problems and ensure that requirements are completed efficiently, on time, and are cost-effective.

    + Able to prioritize and allocate effort for multiple activities while meeting deadlines.

    + Able to communicate with all levels/types of people in a tactful, professional, influencing, motivating, and in both effective and professional manners.

    + Able to learn, understand and recall complex data, policies, procedures, laws, regulations, terminology, schedules, and other details.

    + Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.

    + Knowledge of basic math, English grammar, spelling, and punctuation plus computer skills including word processing and spreadsheet software are highly desirable.

    + Must have the ability to work under minimal supervision on dynamic multidisciplinary projects with simultaneous commitments to high service levels.

    + Must possess excellent interpersonal skills to communicate with customers, coworkers, management, and other personnel at all levels in a professional and efficient manner.

    + Demonstrated experience and training and/or certifications related to project management and process improvement required.

    + The primary work location is the Losee Road Facility in North Las Vegas, Nevada.

    + Schedule is 4/10s, Monday through Thursday (subject to change).

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is: $117,426.20 - $182,010.60.

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
