Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA G-2, MI SUPPORT, STABLE SHADOW PROGRAM, FIELD OPERATIONS SUPPORT, FORT BRAGG, NC. Responsibilities Plans and executes highly specialized, mission critical HUMINT requirements for National Directed Operations and contingency plans. Coordinates the de-confliction, registration and management of Title 10 and Title 50 recruited HUMINT sources. During planning and execution of HUMINT Operations, as the only command member makes decisions on actions that require interpretation of vague policies. Regularly coordinates with other military service and federal law enforcement and intelligence organizations for the development of HUMINT support required during training, exercises and contingency requirements. Serves as a multi-disciplined HUMINT analyst, conducting specialized human and counter-intelligence related research, evaluation, interpretation and analysis using publications, documents, reports and debriefings to established requirements. Makes decisions with strategic implications in an environment in which guidance cannot be immediately provided. Authorized to make those decisions in the absence of guidance consistent with US foreign policy and military objectives. Acts as a Title 10 Agent Handler in support of Military Source Operations. Responsible for all aspects of HUMINT support during exercises, training, and operational deployments. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) Assisting with coordinating the registration and management of Title 10 Excepted Service and Title 5 Competitive Service Human Intelligence (HUMINT) sources; AND 2) Assisting with recruiting, handling, and training HUMINT agents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. This position will NOT be converted to permanent. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Intelligence Career Field 35 position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment/Relocation incentives are not authorized. This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Side arm training, when appropriate). Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7,DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.). This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019(Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
