Job Description
The Procurement Unit oversees all purchases for the Agency while reviewing contracts for various goods and services in accordance with the City’s Procurement Rules and Procedures.
The New York City Police Pension Fund is seeking a Procurement Analyst to join the Procurement Unit, a division of Financial Management. Under the supervision of the Agency’s Chief Contracting Officer (ACCO), the selected candidate will be required to perform procurement tasks that include, but are not limited to, the following:
I. Inventory Management
- Ensure compliance with inventory management policies and procedures that support Unit objectives.
- Oversee and optimize inventory processes, include stock forecasting, replenishment, cycle counts, and reconciliation.
- Monitor and analyze inventory performance metrics to support continuous improvement, fostering a high-performance environment.
- Investigate and resolve inventory discrepancies, address inefficiencies, and mitigate potential supply chain risks.
- Manage the procurement and distribution of agency supplies, including paper, and perform monthly inventory audits.
II. Reporting and Monitoring
- Prepare and compile fiscal summary reports and, when appropriate, provide recommendations to supervisors regarding contract renewals, additional funding, or defunding of existing service contracts.
- Monitor funding allocations and expense reports for active contracts and projects.
- Track critical renewal dates for service contracts, including software and maintenance agreements.
- Compile required reports for supervisory staff and the ACCO.
- Assist with the monthly budget close process for Procurement and Accounting, including compiling and distributing closing documentation to relevant stakeholders.
III. Customer Service
- Provide responsive and professional customer service to internal departments and external stakeholders.
- Assist departments in aligning procurement strategies with budgetary and operational needs.
- Respond to procurement-related inquiries and resolve issues promptly.
IV. Procurement Management
- Review requisitions submitted by business units for accuracy.
- Prepare and process purchase orders, contracts, and agreements across various procurement methods.
V. Market Research and Analysis
- Conduct market research for goods and services that are complex or technical in nature.
- Analyze current market conditions and evaluate bids based on pricing, quality, and vendor reliability.
- Maintain detailed procurement logs and analyze vendor financials, performance metrics, and associated risk factors.
VI. Vendor Communication
- Communicate with vendors to request necessary documentation and ensure timely, complete submissions.
- Review vendor documents for completeness and compliance with procurement requirements.
- Process vendor responsibility determinations and performance evaluation forms.
VII. Additional Duties
- Attend agency meetings and communicate procurement updates verbally and in writing.
- Perform other special projects and assignments as required.

Salary: The hiring rate being offered for this position is $60,000. The salary is non-negotiable.

NOTE: This is a full-time on-site position. The incumbent will be required to report to the office on a regular basis.

1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
