    The State of Connecticut (https://portal.ct.gov/) Department of Transportation (CTDOT) (https://portal.ct.gov/DOT) is accepting applications for a Transportation Bridge Safety Inspector 3 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=8807FE&LinkSpec=RecruitNum2&R1=&R3=) position in the Bridge Safety and Evaluation section of the Division of Bridges in the Office of Engineering. This position may be located in New Haven, Norwich, Newington, Thomaston or Wethersfield. The work location for this position may be determined based on the preference of the selected candidate in conjunction with the operational needs of the CTDOT.

    THIS HANDS-ON POSITION REQUIRES

    + Outdoor work with all types of terrain and weather conditions

    + Work in water, in bucket trucks, on ladders, and in under bridge inspection equipm ent, at heights up to 75 feet or more

    + Work in confined spaces such as culverts

    + Climbing, crawling, bending, and lifting

    + Walking on slopes and uneven terrain

    + Exposure to traffic and environmental hazards

    + Exposure to allergens, insects, vegetation, and wildlife

    + Experience marking up documents using Adobe or similar software

    + Highly accurate written and verbal communication skills

    THE ROLE

    We are seeking candidates who are interested in performing bridge inspections in accordance with established standards and leading a bridge safety inspection team.

     

    Bridge safety inspection teams are responsible for the technical inspection of bridges and other structures in accordance with specifications for the National Bridge Inventory and other manuals, policies, and procedures. In addition to field inspection work, this position is responsible for preparing neat and accurate engineering-related documents such as drawings and inspection reports using Bluebeam and Excel.

    In this important role, you must be available to travel both within and outside of normal working hours, for bridge emergencies, inspections, site visits, training, meetings, etc. A valid motor vehicle operator's license is required and must be maintained.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Transportation this class is accountable for acting as a lead bridge safety inspector of an inspection team(s), charged with the technical inspection of bridges and related structures in accordance with the National Bridge Inspection Standards promulgated by the United States Department of Transportation.

    EXAMPLES OF DUTIES

    + Serves as lead inspector of an inspection team(s) charged with the technical inspection of bridges and related structures in accordance with the National Bridge Inspection Standards;

    + Inspects bridges for corrosion and deterioration in steel beams and girders;

    + Evaluates coating condition;

    + Makes technical measurements to determine bridge cross-sectional area reduction;

    + Inspects concrete beams and girders for spalling, diagonal cracking and flexure (vertical) cracking;

    + Inspects abutments, piers and bents for evidence of tilt or settlement as well as corrosion;

    + Inspects decks, trusses, bearings, etc., for deterioration and/or corrosion;

    + Prepares reports of bridge inspections, including notes and sketches;

    + Performs special bridge tests such as Dye Penetrant test and Magnetic Particle test;

    + Evaluates extent and seriousness of bridge defects noted during inspections, making on-the-spot reports as necessary;

    + Prepares accurate and complete reports of all bridge inspections;

    + Supervises and trains technicians and bridge safety inspectors of lower grade in the techniques, procedures and methods of bridge inspection;

    + Processes digital photographs and other electronic documents;

    + May operate special bridge inspection equipment;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + the methods and techniques of technical bridge inspections;

    + bridge components, their purposes and inter-relationships;

    + Knowledge of basic civil engineering principles as applied to bridge construction;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + Considerable ability to

    + prepare neat and accurate drawings and sketches;

    + operate and adjust specialized bridge inspection measurement and detection devices;

    + prepare complete and accurate bridge inspection reports;

    + Ability to

    + read and interpret basic bridge construction plans;

    + operate a camera and computer;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of bridge safety inspection experience.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + For state employees one (1) year of experience as a Transportation Bridge Safety Inspector 2 may be substituted for the General Experience.

    + Possession of a Bachelor's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology AND successfully passed the National Council of Examiners for Engineering and Surveying Fundamentals of Engineering examination AND two (2) years of bridge safety inspection experience may be substituted for the General Experience.

    + Possession of an Associate's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology AND four (4) years of bridge safety inspection experience may be substituted for the General Experience.

    + Possession of a Professional Engineer (P.E.) license in the State of Connecticut AND six (6) months of bridge safety inspection experience may be substituted for the General Experience.

    PREFERRED QUALIFICATIONS

    + Possession of an AS degree or coursework in Civil Engineering, Structural Engineering, or a closely related field

    + Experience with the Specifications for the National Bridge Inventory (SNBI) and the Bridge Inspector’s Reference Manual (BIRM)

    + Experience with performing mathematical computations

    + Experience in the use of computers including Office 365 and collaboration software such as Bluebeam or Adobe

    + Experience preparing neat and accurate engineering-related documents such as drawings and inspection reports

    + Experience creating, reading, and interpreting engineering plans, specifications and drawings to scale.

    + Experience leveraging interpersonal skills to work cohesively as part of a team.

    + Experience communicating verbally and in writing with teammates and stakeholders of all levels

    + Experience working outdoors in all types of weather conditions, at heights, in and over water, traversing slopes and uneven terrain

    SPECIAL REQUIREMENTS

    + Incumbents in this class must possess certification for successful completion of an FHWA (Federal Highway Administration)-approved comprehensive bridge inspection training course at time of appointment.

    + The appointing authority may require possession of an appropriate current Connecticut Motor Vehicle Operator's license at time of appointment and during employment in this class.

    + Incumbents in this class may be required to travel.

    PHYSICAL REQUIREMENTS

    In addition to good health, incumbents appointed to positions in this class must have and retain sufficient strength, stamina, agility, and visual and auditory acuity necessary to perform all the duties of the class.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to considerable danger of injury or physical harm due to falls, traffic, and hazardous fumes and may be exposed to a moderate degree of discomfort from weather conditions.
