    Job Description

    Minimum Qualifications:

    Education

    + Bachelor's degree in Electrical, Mechanical, Structural, Civil, or a related engineering field.

     

    In lieu of a bachelor's degree, a high school diploma or GED and (4) years' experience in a rapid rail transit track, structural, construction or systems maintenance and inspection organization, in addition to the experience stated below, will be considered

    Experience

    + A minimum of four (4) years' experience in a rapid rail track, structural, construction, or systems maintenance and inspection organization, to include at least two (2) years of experience in a supervisory capacity

    Certification/Licensure

    + A valid motor vehicle operator's license

    Mission Essential Designation:

    In accordance with the Washington Metropolitan Area Transit Authority¿s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    Job Summary:

    The Assistant Superintendent, Track & Structures, manages the activities associated with the execution of planned and scheduled preventive maintenance, inspection, and repair of all major track and structures and other support systems within a region or system-wide. The incumbent participates in the initiation and implementation of appropriate policies and procedures associated with track and structures maintenance and inspection.

    Essential Functions:

    + Manages and implements, for the assigned area, an effective inspection schedule, preventive maintenance and repair program for track and/or structures assets, facilities, related systems and equipment to ensure their continuous availability in the provision of safe, efficient, and clean use of rail facilities, operational support service, and related activities.

    + Supervises the assignment of tasks or duties to be performed by crews with established priorities. Conducts daily staff meetings to ensure enhanced communications and effectiveness among employees. Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate training is provided.

    + Evaluates the efficiency and effectiveness of assigned inspection and maintenance crews, assessing such items as adherence to phased work plans and allowable costs, the achievement of performance, work quality, and safety objectives and the incidence of follow-up repairs. May recommend improvement in work methods and techniques to correct maintenance deficiencies.

    + Prepares and presents oral and/or written reports including recommendations for Superintendents and other Rail officials within the area of assigned responsibility, as appropriate.

    + May make recommendations regarding the establishment of policies and procedures for programs affecting safety operational effectiveness within the assigned area of responsibility.

    + Performs related management duties as required.

    Other Duties

    + Serves as a time approver for non-represented and union personnel

    + Develops overtime schedules in compliance with Collective Bargaining Agreements

    + Oversees training and development plans for team members to ensure compliance with certification requirements and skill advancement.

    + Assists in resolving personnel matters, including scheduling conflicts, policy clarifications, and workplace concerns, fostering a positive work environment.

    + Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
