Summary The primary purpose of this position is to exercise second level supervisory and managerial authority over 735th Air Mobility Squadron (AMS). Responsibilities Plans, organizes, and oversees the activities of the 735 AMS Transportation Flight. Develops goals and objectives that integrate organization and Aerial Port objectives. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors and leaders. Represents the 735th Air Mobility Squadron with a variety of installation and functional area organizations. As logistics manager to the commander, plans, organizes, and oversees the day-to-day activities of the Aerial Port. Participates in special projects, initiatives, programs, and performs special assignments to include long-term planning, functional technical advice and guidance, and continuity of management. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of a wide range of concepts, principles, policies, practices, laws, publications and techniques applicable to a full range of air and surface transportation/logistics management, to include airfield standards, aircraft characteristics, ground servicing equipment/vehicles, personnel management, training, deployment planning and execution, and air logistics actions, to effectively and efficiently direct aerial port operations under peacetime and wartime conditions. Knowledge of safety, security, personnel and facility management, and Equal Employment Opportunity (EEO) regulations, practices, and procedures. Knowledge of military air terminals, which has advance design-installed industrial materials handling equipment, complex computer operations, and rapidly changing procedures/concepts of Air Transportation Operations including such items as general supplies, pets, household goods, unaccompanied baggage, privately owned firearms, human remains, perishables, outsized, and overweight shipment items. Knowledge of manning, budgetary, and supply methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute goals in support of the mission, structure, work processes, and programs of the organization. This includes an advanced Mechanized Materials Handling System (MMHS), sophisticated computerized systems, and complex and changing operational procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of concepts, principles, policies, practices, laws, publications and techniques applicable to a full range of air and surface transportation/logistics management, to include airfield standards, aircraft characteristics, ground servicing equipment/vehicles, personnel management, training, deployment planning and execution, and air logistics actions, to effectively and efficiently direct aerial port operations under peacetime and wartime conditions. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Perform functions of Human Resources to implement hiring and appraisal actions. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing, to provide seasoned consulting to operating managers and other specialists; negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; establish and maintain effective and positive working relationships. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve difficult problems. Knowledge of military air terminals, which has advance design-installed industrial materials handling equipment, complex computer operations, and rapidly changing procedures/concepts of Air Transportation Operations including such items as general supplies, pets, household goods, unaccompanied baggage, privately owned firearms, human remains, perishables, outsized, and overweight shipment items. Knowledge of manning, budgetary, and supply methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute goals in support of the mission, structure, work processes, and programs of the organization. This includes an advanced Mechanized Materials Handling System (MMHS), sophisticated computerized systems, and complex and changing operational procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
