PERA is the largest public pension plan in the State of Minnesota, serving current and former public employees from 2,100 governmental agencies. We pay monthly benefits to over 140,000 retirees, members who are disabled, and survivors of deceased members. PERA is currently seeking a Casework & Training Coordinator in the Account Information Management Division.
Key responsibilities include:
+ Administer membership and salary eligibility under the PERA Defined Benefit and Defined Contribution plans.
+ Ensure compliance with reporting standards, pension law, and tax law.
+ Develop technical instructions, informational content and presents training to school districts, local units of government, and internal staff to ensure understanding and compliance.
+ Resolve unique and complex membership cases that require research, analysis, and application of relevant state and federal laws, regulations, and policies.
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and offers a hybrid work schedule which may include telework up to 50% of the scheduled workdays each month, based on agency and department needs and other dependencies. Scheduled in-office work days are at PERA’s office building in St. Paul, Minnesota.
Candidates located outside the state of Minnesota and more than 50 miles from PERA’s St. Paul office are not eligible to telework and would be required to report to the office full-time.
Minimum Qualifications

This position requires a minimum of three (3) years of professional level experience providing responses to complex agency program questions from external stakeholders.
*A bachelor’s degree or higher in Accounting, Organizational Management, Business or Legal Administration, Finance, Human Resources or Public Administration substitutes for one (1) year of professional level experience.
Experience must include:
+ Advanced communication skills, verbal and written, to develop and deliver quality communications, provide comprehensive information about complex benefit programs such as retirement, healthcare, Social Security or Medicare, policies, procedures, and statutes to diverse audiences including staff members and stakeholders.
+ Ability to develop, document, coordinate and provide initial and on-going comprehensive training programs for staff. This includes development of training modules.
+ Strong analytical, problem solving skills, and attention to detail sufficient to exercise sound judgment to make decisions, evaluate options and to propose solutions.
+ Experience in interpreting and translating laws, rules and regulations, administering policies, procedures, and systems while making eligibility determinations as it pertains to benefit plans.
+ Mathematical skills sufficient to produce and audit complex calculations, and to provide analysis on complex computation errors.
+ Proficiency with Microsoft Excel, Word, and Outlook sufficient to create correspondence, reports, spreadsheets and status reports for supervisor, peers, stakeholders and other governmental organizations.
+ Strong planning, organizational skills, and the ability to manage multiple tasks, self-direct and function in a team environment.
Preferred Qualifications
+ Experience working for a public pension fund or private financial services institution delivering customer service and administering retirement benefits, including benefit plan policy interpretations and explanations.
+ Knowledge of and experience working with and applying federal, state and local laws, regulations, and policies governing benefit or pension programs such as Minnesota Statutes Chapters 353 and 356.
+ Ability to maintain the confidentiality of data and information in accordance with the Minnesota Government Data Practices Act.
+ A master’s or bachelor’s degree in Accounting, Organizational Management, Business or Legal Administration, Finance, Human Resources or Public Administration.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of movement is often necessary in carrying out job duties.
