Description
Clean Harbors in Manassas, VA has an opening for a Field Service Project Manager. The successful candidate will be responsible for management of projects associated with emergency response, environmental waste clean-up, site-remediation, equipment decontamination and handling of hazardous materials. Government contracts experience a must.
Emergency Response / Travel
Compensation & Benefits:
+ Starting pay: $90,000 – $100,000
+ Company vehicle (pickup truck) + gas card (work-related driving only)
+ Bonus opportunity
Schedule:
+ Expected to be in the office 1–2 days per week
+ Remaining days in the field prospecting clients, managing projects, and building government contracts

Key Responsibilities:
+ Prospect new clients and develop business opportunities, including government contracts
+ Oversee and manage field service projects from start to finish
+ Generate sales orders in WinWeb, coordinate disposal, profiling, and compliance documentation
+ Ensure safety, regulatory, and environmental standards are met on all projects
+ Build and maintain client relationships to expand revenue opportunities

A Field Service Project Manager overseeing environmental emergency response is essentially the person in charge of making sure emergency response projects (like oil spills, hazardous waste cleanups, chemical releases, natural disaster response, etc.) are handled safely, efficiently, and in compliance with regulations. Here’s how they oversee projects step by step:
1. Initial Assessment & Planning
+ Receive the emergency call and assess the situation (hazard type, scale, risks).
+ Mobilize the right response team and equipment.
+ Develop an immediate response plan balancing safety, compliance, and client needs.
+ Coordinate with regulatory agencies (EPA, OSHA, local fire, environmental authorities).
2. Resource Coordination
+ Assign staff with proper training (HAZWOPER, confined space, spill response, etc.).
+ Secure equipment (vacuum trucks, pumps, PPE, heavy machinery, etc.).
+ Ensure subcontractors/vendors are lined up if needed.
3. On-Site Oversight
+ Act as the point of command at the site or remotely oversee field supervisors.
+ Monitor safety compliance and perform job hazard analyses.
+ Track progress of containment, removal, or cleanup operations.
+ Troubleshoot issues (equipment failure, safety risks, weather delays).
4. Communication & Stakeholder Management
+ Keep constant communication with the client about progress and costs.
+ Serve as liaison with government agencies (reports, permits, updates).
+ Manage community relations if the emergency impacts residents/businesses.
5. Budgeting & Documentation
+ Track labor hours, materials used, equipment costs.
+ Ensure proper waste profiling, manifests, and chain-of-custody paperwork.
+ Maintain incident logs and daily project reports.
6. Compliance & Safety
+ Enforce OSHA and environmental safety regulations.
+ Conduct safety briefings/toolbox talks.
+ Stop unsafe work immediately if hazards escalate.
7. Demobilization & Closeout
+ Oversee site restoration (backfilling, grading, re-vegetation, etc. if required).
+ Ensure proper disposal of hazardous/non-hazardous materials.
+ Provide final project report (incident summary, costs, compliance paperwork).
+ Conduct lessons-learned review to improve future responses.

Responsibilities
Responsibilities
+ Ensures Health and Safety is the number one goal by following policies, processes, and acting in a safe manner at all times.
+ Serves as Project Manager for Hazardous materials jobs.
+ Manages and oversees small to midsize, technically complex projects involving waste site clean up and construction, building and equipment decontamination and emergency response
+ Prepare proposals, including cost estimates and work scopes and schedules.
+ Acts as an agent of business and is involved with developing relationships with key customers and understanding the customer issues.
+ Provide guidance to subordinates in order to meet Remedial budget expectations.
+ Takes lead on all credit and collections issues as it relates to work generated within the managed business units.
+ Provides engineering and technical support to field service offices.
+ Ability to provide timely, concise and relevant information to superiors and subordinates.
+ Provides technical support for proposal preparation, project cost estimates and subcontractor selection and procurement.
+ Enforce the policies and procedures as it relates to Health & Safety. Will be measured off the districts health and safety record. Works closely with the Director of Health and Safety and VP of Site Services in resolving issues in an appropriate and timely manner.
+ Documents all aspects of the response action and compiles site data required to characterize the nature and extent of contamination, the hydrology and geological stratigraphy of the disposal site, and the environmental receptors that may be affected.
Performs other duties and tasks as assigned from time to time by management and will be required by the needs of the Clean Harbors business
Qualifications

+ 5+ years' experience in environmental, remediation or site construction
+ Preferred Emergency Response experience / Task Force / EPA / FEMA collaboration. Federal Government experience / County Government experience
+ Cost estimating and computer experience.
+ Ability to review and interpret technical specifications and drawings.
+ Excellent writing and communication skills.
+ Strong environmental remediation background and experience.
+ In depth knowledge of remedial technologies.
+ Proficient in Windows based activities.
+ Excellent presentation skills.
+ Ability to perform multiple tasks simultaneously.
+ Strong customer management skills.
+ Ability to work in a team environment and independently.
+ Excellent interpersonal silks.
+ Knowledge of Federal and State regulations governing remedial sites.
+ Per respirator requirements, must maintain a clean-shaven face
