    The position serves as the Construction Staff Engineer and will assist the Division Construction Unit in managing the division-wide contract construction program. Responsibilities include design review and coordination, utility relocation coordination, responding to public records requests, managing municipal agreements, overseeing project budgets, and monitoring final estimates and the Locally Administered Projects program.

     

    The position provides technical expertise across all phases of highway projects, including feasibility studies, planning, public involvement, design, right-of-way acquisition, utility coordination, environmental permitting, budgeting, project letting, and construction contract administration to ensure timely project delivery. This role also involves preparing and reviewing municipal agreements, project plans, contract documents, specifications, and environmental permits; as well as evaluating and critiquing estimates, plans, and proposals submitted by NCDOT units, consultant engineering firms, municipalities, and counties to ensure compliance with NCDOT policies, federal requirements, and applicable technical standards. The Construction Staff Engineer will serve as a point of contact for the public, local governments, NCDOT staff, and private engineering firms regarding planning, design, and construction matters.

     

    In addition, the position will coordinate with technicians, junior engineers, and support staff on assigned projects and assist with pre- and post-letting contract activities as needed.

     

    Knowledge, Skills and Abilities / Competencies

    Management prefers applicants with the following:

    + Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision

    + Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups

    + Experience making recommendations and decisions for simple or complex projects

    + Experience in the leading of multiple projects and scheduling and directing multiple work crews

    + Thorough knowledge of principles of civil engineering as it relates to the design, construction, and maintenance of the highway system

    Additional Expectations:

    Must have a good working knowledge of the operation of Division Construction and its functions including office management techniques; computer skills; oral and written communication skills; interpersonal, organizational, and analytical skills; ability to make independent decisions; interpret and analyze information. Knowledge of the Department’s organization and responsibilities are also essential. Knowledge of the Department’s policies and procedures related to the administration of construction projects. Must have general knowledge of present construction practices, techniques, and policies, including plans, proposals and current specifications. Experience using HiCAMS is required.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
