    POSITION OVERVIEW

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    + Manages encroachment, stormwater, and paving permits for projects within the public right-of-way.

    + Reviews and administers banner district applications, ensuring compliance with City standards.

    + Oversee a comprehensive database tracking more than ten types of right-of-ways permits.

    + Regularly updates permit applications, forms, and supporting documentation to reflect policy or procedural changes.

    + Maintains accurate records of all permit submissions, including new applications and renewals.

    + Coordinates with internal departments and external agencies or consultants to support project delivery and issue resolution.

    + Leads personnel functions such as recruitment, training, performance evaluations, and disciplinary actions.

    + Plans, reviews, and ensures the accuracy and legality of permit applications and related documents.

    + Supervises the preparation of design and construction documentation for special projects.

    + Generates detailed reports tracking key performance indicators (KPIs), team performance, and workload distribution.

    + Addresses inquiries and complaints from residents, elected officials, and outside stakeholders; represents the department at meetings, hearings, and public forums.

    + Manages a portfolio of permit projects varying in size and complexity.

    + Serves as a liaison between City staff, consultants, and applicants to facilitate effective communication and permit coordination.

    + Works closely with the Legal Department, Director’s Office, and internal teams to process and route Requests for Council Action (RCAs).

    + Prepares and delivers presentations and related materials for City Council meetings, public hearings, or as requested.

    + Other tasks as requested by manager.

    WORKING CONDITIONS

    This position is physically comfortable; the individual has discretion about walking and standing. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts.

     

    This is a Department of Houston Public Works Emergency Management Position at the Tier II Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

    EXPERIENCE REQUIREMENTS

    Six (6) years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.

     

    Substitution: Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

    Preference shall be given to applicants with encroachment permit applications and legal / real estate documentation experience. A valid Texas Driver's License and be in compliance with the City of Houston policy on driving. (A.P. 2-2).

     

    Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
