    THE POSITION

    The State of Connecticut (https://portal.ct.gov/) , Department of Mental Health and Addiction Services ( DMHAS (https://portal.ct.gov/DMHAS/About-DMHAS/Agency/About-DMHAS) ) is now hiring for a Behavioral Health Clinical Director (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=6214MP&R1=&R3=) to join their team! This position will serve in the Forensic Services Division, which services approximately 13,000-14,000 people/year with mental illness and/or substance use disorders who require intensive collaboration between the DMHAS and criminal justice systems.

    + FACILITY: DMHAS Office of the Commissioner

    + LOCATION: Middletown, CT

    + This position may have some travel throughout the state.

    + UNIT: Forensic Services Division

    + SCHEDULE: Full-Time, 40 Hours per Week, First Shift, Monday through Friday, 8:00am - 4:30pm, with the occasional evenings and weekend hours to accommodate the needs of the department.

    DISCOVER THE OPPORTUNITY TO

    + Supervise Division managers and staff including managing daily operations, staff development, performance evaluations, training and education;

    + Manage community forensic programs implemented by the Division including but not limited to; Office of Forensic Evaluations, Conditional Release Unit, Jail Diversion, Re-entry Programs, Outpatient Restoration, Forensic Residential Programs, and Pre-trial Programming;

    + Oversee Division contracts, budgets, data tracking and reporting, QI, and the formulation of program goals and objectives;

    + Develop and implement new programming;

    + Represent the Division on DMHAS committees and workgroups;

    + Represent DMHAS on interagency committees;

    + Collaborate with criminal justice agencies and community providers on programs and processes involving shared clients; and

    + Develop new collaborations and procedures to provide services to justice-involved clients.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.

    EXAMPLES OF DUTIES

    + Directs staff and operations of multiple functions for a division;

    + Coordinates, plans and manages program activities;

    + Formulates program goals and objectives;

    + Develops or assists in development and implementation of related policy;

    + Interprets and administers pertinent laws;

    + Evaluates staff;

    + Prepares or assists in preparation of division budget;

    + Maintains contacts with individuals within and outside of division who might impact on program activities;

    + Ensures agency compliance with standards established by outside monitoring agencies;

    + Directs recruitment, selection and retention of department or discipline staff;

    + Ensures compliance with quality assurance findings and recommendations;

    + Promotes cultural diversity in workplace and ensures client rights;

    + Identifies, plans, implements and evaluates staff training and development needs;

    + Analyzes complex problems and takes appropriate action;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.

     

    NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Clinical Supervisor or Behavioral Health Program Manager.

    PREFERRED QUALIFICATIONS

    + Knowledge of the DMHAS service system and/or operational understanding of inpatient forensic settings

    + Experience with the proced ures and programming of the Department of Correction, Parole, Criminal Court, Court Support Service Di v ision of the Judicial Branch, and law enforcement, as well as the appropriate procedures for interagency collaboration

    + Knowledge of the CT Competency to Stand Trial process

    + Knowledge of the CT Psychiatric Security Review Board

    + Experience organizing complex processes

    + Experience working collaboratively with interdisciplinary staff within and across agencies

    + Experience supervising staff

    SPECIAL REQUIREMENTS

    Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
