Summary You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the JOINT INTEROPERABILITY & INTEGRATION of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will be responsible for supervision, planning, and coordination of all personnel and facilities assigned to the Branch. You will apply knowledge and experience in Information Technology (IT) and/or Cyber Security in the design, development, and test and evaluation leading-edge ISR/T support systems which are delivered to Department of Navy (DoN). You will advise, administer, supervise, or perform professional work in support of IT or Cyber related projects, systems, processes, equipment, devices and material or methods. You will be responsible to the Head of Space and Intelligence Systems (SIS) for coordination of management of all projects within the Branch, including task proposals, task agreements, financial and technical status. You will work with each member of the branch to develop their respective annual STRL Contribution Plans, conducts and documents their performance reviews, and makes compensation recommendations to the sub pay pool and pay pool manager. You will advise, administer, supervise, or perform professional, scientific or technical work for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: The Selectee shall serve as a technical leader in the areas of ISR and Battlespace Awareness, particularly in unmanned air systems (UAS), and Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T) support systems. Selectee applies knowledge and experience in Information Technology (IT) and/or Cyber Security in the design, development, and test and evaluation leading-edge ISR&T support systems which are delivered to Department of Navy (DoN). 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: The selectee will advise, administer, supervise, or perform professional work in support of IT or Cyber related projects, systems, processes, equipment, devices and material or methods. Apply SIS Division, ISR Department, and Center engineering policies, procedures, and requirements in their technical decision-making. Collaborate with branch engineers, scientists, and division management to prioritize branch requirements. Provide advice and guidance on a wide range of ISR topics and participate in Center and external IPTs relevant to ISR systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: As a technical supervisor, the Selectee shall be responsible to the Head of Space and Intelligence Systems (SIS) for coordination of management of all projects within the Branch, including task proposals, task agreements, financial and technical status reporting and future task planning. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Works with each member of the branch to develop their respective annual STRL Contribution Plans, conducts and documents their performance reviews, and makes compensation recommendations to the sub pay pool & pay pool manager. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NM-04) in the federal service or equivalent experience in the private or public sector Leads in providing research, analysis, systems engineering, design, development, and/or test and evaluation using innovative methods to ensure state of-the-art surveillance systems are delivered to Department of Navy (DoN) and Intelligence Communities (IC) programs. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This position is eligible for ad-hoc/situational telework at the discretion of management. This is a Cyberspace Workforce position, work role code Supervisory IT Specialist (SYSANALYSIS), proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
