    About our opportunity:

    The City of Asheville Water Resources Department, Water Production Division is seeking qualified applicants for the position of Water Plant Supervisor. The purpose of this classification is to supervise the operations and staff involved in operating and maintaining an assigned water treatment plant in compliance with applicable local, state, and federal environmental rules and regulations for the City's water utility. This individual acts as Operator in Responsible Charge (ORC) for the state of North Carolina Water Treatment Operators Certification Board. The employee trains, schedules and supervises plant operators, mechanics and technicians. The employee coordinates all state and federal compliance monitoring and analysis to meet all mandated regulations. The employee is also responsible for scheduling and conducting public tours, preparing reports, developing procedures, and ordering and inspecting inventories of chemicals, supplies and parts. Considerable judgment is applied in routine and unusual situations. The City of Asheville operates three Water Treatment Plants, two are direct filtration and one is conventional treatment with ozone. This position would operate from the smaller of the two direct filtration plants at our Bee Tree location.

    What you'll be doing:

    + Supervise and direct staff: Lead your team by planning, organizing, and reviewing their work. This includes training new employees, handling their concerns, and making recommendations for hiring or disciplinary actions.

    + Organize and prioritize tasks: Create work schedules and ensure your team has the resources they need to complete tasks efficiently. You will also monitor their progress and provide technical help when needed.

    + Act as a liaison: Communicate with staff, management, and other departments to make sure everyone is on the same page and work runs smoothly.

    + Oversee daily operations: Supervise the daily workings of the water plant, including raw water, treated water distribution, and related systems. You will also ensure everyone follows safety rules and other procedures.

    + Ensure compliance: Make sure all plant activities follow federal, state, and local regulations. You will also prepare reports and coordinate inspections with regulators.

    + Monitor plant systems: Use a SCADA (Supervisory Control and Data Acquisition) system to keep an eye on operations. You'll also inspect and test equipment, perform maintenance, and adjust systems to make sure water is treated correctly.

    + Maintain the facility: Develop and manage maintenance schedules for the plant's facilities and equipment. This includes everything from routine cleaning to coordinating with outside contractors for bigger repairs.

    + Analyze water samples: Supervise the collection and testing of water samples in the lab. You'll analyze the data to ensure water quality meets all standards and then make any necessary adjustments to the treatment process.

    + Manage inventory: Keep track of and order chemicals, supplies, and spare parts. You'll also handle purchase requests and work with vendors to get what the plant needs.

    + Plan and improve: Assist in creating and implementing strategic plans for the water division. You'll also suggest improvements or changes to the plant's equipment and operations to solve problems or make things more efficient.

    + Budgeting: Help develop the division's budget by forecasting costs for staff, equipment, and supplies. You will also monitor spending to stay within the approved budget.

    + Provide technical support: Offer expert guidance on plant operations, equipment, and water quality issues. This includes troubleshooting problems and finding solutions.

    + Handle paperwork: Process and maintain various documents, including forms, reports, financial records, and inspection results.

    + Stay informed: Keep up with the latest laws, regulations, and technologies in water treatment. You will also attend training and workshops to maintain your certifications and knowledge.

    About you:

    We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered :

     

    Associate degree in Engineering, Chemistry, Biology, or a related field required; supplemented by five years of experience in water plant operations, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

     

    Specific License or Certification Required: Must possess and maintain a valid North Carolina driver’s license. Must possess and maintain the following additional certifications or licensures: North Carolina Class A Surface Water Treatment License and Physical Chemical Wastewater Treatment Plant Operator's License.

     

    Specific Knowledge, Skills, or Abilities:Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

    Full Time 40.0 Hours Week, Normal schedule: Monday - Friday 8-4 Exempt position

     

    Must be able to maintain readiness to work on a 24 hour on call basis.

    Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

     

    Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

     

    Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

     

    Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
