Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the FLEET NUMERICAL METEOROLOGY AND OCEANOGRAPHY CENTER of FLT NUMER OCEANGPHY METEO CTR. Responsibilities You will direct facility planning, special projects, and Military Construction (MILCON) programming and execution. You will initiate, conduct and study proposed utilization of all existing and projected facilities. You will analyze the findings, discuss and negotiate approval of recommendations and proposals, and act as the FNMOC point of contact for all HPC center-related facility programs. You will utilize web-based data systems and other stored data to prepare and review justifications, and technical and engineering requirements information for MILCON project submission and execution. You will manage, oversee and participate in the preparation, review, and maintenance of engineering drawings, maps, charts, card 2 files, and similar records that reflect requirements, assets, and facility deficiencies and excesses. You will prepare activity submissions, justifications, and updates for Basic Facilities Requirements. You will be responsible for securing and participating in the preparation and justification of new facilities, cost estimates, environmental impact assessments, and other supporting material. You will collaborate with other headquarters in preparation of master plans and site approvals. You will prepare instructions and notices on matters that pertain to facility construction, maintenance, repair, and operation. You will serve as the lead of facilities Requests for Information (RFI) from higher headquarters, congressional inquiries, and government offices. You will be required to make regular reports on the progress of the FNMOC facility program and projects to internal and external stakeholders; to include O6 and Flag-level leadership. You will oversee all program management and budgetary considerations regarding resiliency development and implementation and maintain fiscal stewardship by using recently built and procured facilities infrastructure. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with construction, project management, and engineering and concepts, principles, methods, standards and practices sufficient to accomplish assignments. Experience with management and organizational principles and practices associated with planning, programming, and budgeting regulations, guidelines, processes and government construction contracts; to include reading and interpreting construction diagrams. Experience developing staffing and funding resources for FNMOC Experience with government security procedures for classified spaces. Experience in construction methodologies and applying appropriate laws, executive orders, regulations, and policies. Experience presenting information to senior level management.
