    The Position

    The Portland Water Bureau is seeking a skilled manager to oversee the Regional Water Providers Consortium (Consortium).

     

    About the position

     

    Job Appointment: Full time

     

    Work Schedule: This is a manager/supervisor position. Beginning April 2025 all manager and supervisor positions will be expected to report to their worksites full time. Alternate schedules may be available, but the typical work schedule is Monday through Friday, with occasional after-hours work required to support critical projects or address system issues. Remote workdays remain an option, to accommodate travel, or occasionally focus on major work projects. Remote work must be performed within Oregon or Washington.     Position Summary

    The Consortium is hiring its next Manager to oversee the management and success of the organization and implement its three program areas: meeting water needs (including conservation), regional collaboration, and emergency preparedness and resilience. The position supervises two full time staff and manages a $1.3 million budget.

    Duties and responsibilities include:

    + Develop, implement, monitor, and evaluate annual work plan and budget to achieve Consortium goals and performance measures as outlined in Consortium Strategic Plan.

    + Foster regional collaboration and negotiate within a complex political environment to ensure the Consortium remains viable, operational, and beneficial to its 26 different water provider members who may have disparate goals, objectives, and constraints.

    + Develop, lead updates, and implement Consortium’s Strategic Plan.

    + Provide fiscal management and oversight of the Consortium’s annual budget and expenses.

    + Direct and supervise two staff in the administration of the Consortium and implementation of Consortium programs including water conservation, a multi-media campaign, education and outreach program, social media and websites, regional coordination program and emergency preparedness and resilience program.

    + Plan, organize, direct, and integrate the work of staff to support a productive and highly functional team.

    + Prepare and conduct annual performance reviews, evaluate and identify opportunities for growth and advancement, and participate in continuous learning related to leadership, workplace diversity, and a supportive and equitable workplace.

    + Formulate agendas and facilitate tri-annual Consortium board meetings, quarterly executive committee meetings, and bi-monthly technical committee meetings comprised of senior-level Consortium member staff.

    + Implement programs and projects in the Consortium annual budget and workplan.

    + Prepare written reports, policy documents, memos, budget documents, resolutions, and presentations to support decision making by Consortium Board comprised of elected officials.

    + Manage and execute professional services contracts, intergovernmental agreements and grants to support Consortium’s work. Evaluate programs and make recommendations to Consortium members.

    + Meet with city councils and elected boards to promote work of Consortium and expand Consortium membership. Develop and sustain relationships with members to advance the strategic goals of the Consortium.

    + Represent Consortium on regional and state committees and present at conferences.

    About the Group

     

    The Regional Water Provider’s Consortium (Consortium) is housed within the Resource Protection and Planning Group and is the collective effort and resources of 26 local drinking water providers (including the Portland Water Bureau) working together on regional water supply coordination, water conservation, and emergency preparedness programs. Since its formation in 1997 the Consortium has worked with its members to ensure that the region has a long-term, reliable, efficient and safe water supply. The Consortium values collaboration, partnership, transparency, resiliency, and equity and understands that working together and leveraging resources strengthens our region's water system. Consortium programs help members meet state water conservation requirements and provide important data and training to help water providers prepare emergency operations and risk and resiliency plans. The Consortium’s robust outreach program helps the public understand the importance of drinking water systems, water conservation, protecting water resources, and preparing for emergencies. The Portland Water Bureau provides staff and fiscal management for the Consortium through a staffing agreement. More information can be found at www.regionalh2o.org

    The following minimum qualifications are required for this position:

    + Experience in program and project management, including strategic planning, budgeting, and intergovernmental coordination.

    + Experience in building effective relationships with internal and external teams such as water provider managers, staff, external agencies, elected officials, and the public.

    + Experience in water resource planning, resiliency, and protection strategies.

    + Clear and persuasive communicator, skilled in writing reports, facilitating meetings, and engaging diverse audiences.

    + Experienced in leading and supporting diverse teams to achieve organizational goals.
