Description of Job
The Work Unit:
The Permits Section exists to develop and issue discharge permit actions (new, renewal, modification, termination) for discharges of pollutants from point sources to waters of the state, to regulate the land application of biosolids, to regulate the beneficial reuse of reclaimed water, and to control discharges of pollutants to publicly owned treatment works (POTWs) through implementation of the pretreatment program. These activities are mandated by the Colorado Water Quality Act. In addition, the Section participates in the development of statutes, regulations and policies related to the issuance and enforcement of such activities. The Section also develops preliminary effluent limits (PELs) and provides compliance assistance and general public assistance. The work of the Permits Section is distributed across multiple work units.
The Data Management and Administrative Services Unit is responsible for providing professional technical and support services to internal and external customers of the Water Quality Control Division. The Unit is comprised of the Administrative Workgroup providing administrative support to the Permits Section and the Data Management Workgroup providing data requirements assessment, stakeholder training for electronic data reporting, internal database training, database reporting and data entry so Division staff can make informed and timely decisions based on integrated information sources
What You Will Be Doing:
This position is the staff for the stakeholder training program on the Division's use of the EPA web-based reporting tool for self-reported discharge data (NetDMR). The position has responsibilities for developing and conducting stakeholder training on the use of the reporting tool, staffing the help line for supporting NetDMR, performing as the internal administrator for the web instance which includes granting user access to stakeholders, completing the CROMERR checklist for each new user, resetting passwords, troubleshooting stakeholder issues and error messages, and performing quality assurance on data entered by data specialists, including error reconciliation. The position is responsible for locating and verifying data on source documents. For example, understands the complexity of different permit file types so the dispersed permit data within large permits can be correctly translated into a format required for capture in the database of record. The position is responsible for either validating the imports of data from electronic formats or entering information into the database of record and recording batch processes. The position also performs other tasks in support of the work unit, such as assisting in new staff training, documenting new and existing processes, and generating and distributing reports.

MINIMUM QUALIFICATIONS:
Option 1:
Five (5) years of professional experience in training, technical assistance, data management, administration, instructional design, education, communications, technical writing, or closely-related field, preferably in a public health setting with a strong preference related to training facilitation in data management and administration or public permitting capacity.
OR
Option 2:
Bachelor's degree from an accredited institution in communications, education, public health, social work, or a field of study closely related to the work assignment.
AND
One (1) year of professional experience in training, technical assistance, data management, administration, instructional design, education, communications, technical writing, or closely-related field , preferably in a public health setting with a strong preference related to training facilitation in data management and administration or public permitting capacity.
OR
Option 3:
Master's degree from an accredited institution in training, data management, administration,communications, education, or a field of study closely related to the work assignment.
