    We are currently seeking an EO Consultant III - Senior Investigator.

     

    The Office of Equity and Equal Opportunity (OEEO) supports the role of the Metropolitan Council in its employment practices and business operations, to advance its mission and respect for equality, equity, inclusion, access, and diversity among its employees, customers, and the citizens of the seven-county metropolitan area.

    How your work would contribute to our organization and the Twin Cities region:

    The senior investigator works in the Office of Equity and Equal Opportunity (OEEO)in the Investigation and Resolution Unit (IRU). The position mainly reviews and evaluates employment and service-related customers’ protected class complaints and conducts fact-finding investigation. In addition, the position supports the implementation of the Council's Affirmative Action/Equal Opportunity (AA/EO), Civil Rights, and Equity & Diversity objectives and initiatives through Council-wide training and providing guidance and consultation to Council employees.

     

    Salary offer will be based on the final candidate's education, qualifications, our total compensation and benefits package and internal pay structures.

     

    What you would do in this job

     

    + Interview complainants, respondents, witnesses, and other individuals, and conduct site visits and review records of past practices.

    + Act as a neutral party throughout investigatory process of protected class discrimination and harassment and related complaints to determine whether Council policies were violated.

    + Prepare and submit fact-finding reports and participate in resolution to reports.

    + Conduct training in all areas of protected class including, but not limited, to sexual harassment, ADA, and protected class harassment. Work in collaboration with the Manager in identifying training needs for supervisors, managers, and employees. Provides guidance and designs, develops and implements training as necessary.

    + Build relationships across the Council emphasizing trust and respect as the basis for managing the complaint process and for conducting investigations.

    + Perform duties related to public data requests and redactions.

    + Support the Manager in managing process improvement initiatives.

    + Attend conferences and training courses and participate on Council committees that further the work of OEEO.

    + Performs other related duties.

     

    What education and experience are required for this job (minimum qualifications)

     

    Any of the following combinations of experience in the investigation of EEO, ADA, affirmative action or employment related to complaints and mediating conflict and completed education/degree field of study in social science, law, human resources, public administration or related field).

     

    + High school diploma/GED with eight (8) years of experience.

    + Associate degree with six (6) years of experience.

    + Bachelor’s degree with four (4) years of experience.

    + Master's degree with two (2) years of experience.

    + Juris Doctorate (JD) degree with one (1) year of experience.

    Desired Qualifications - What additional skills and experience would be helpful in this job:

    + Lead worker experience related to independently conducting protected class employment investigations.

    + Experience analyzing and interpreting the Minnesota Government Data Practices Act.

    + Effective written and oral communication skills to write clear and persuasive investigative reports and communicate policies, procedures, and testify in proceedings, and conduct training.

    + Juris Doctorate (J.D.).

    What knowledge, skills and abilities should you have within the first six months on the job:

    + Knowledge of investigation techniques.

    + Knowledge of Affirmative Action (AA)/ Equal Employment Opportunity (EEO) /Americans with Disabilities (ADA) requirements and other applicable civil rights and employment laws, regulations and court decisions.

    + Knowledge of current case law on employment and labor law issues and trends.

    + Knowledge of education and training concepts and transformative techniques related to equity.

    + Skill in effectively conducting complex employment investigations including writing investigation reports.

    + Skill in communicating effectively at all levels with management and employees in oral and written form.

    + Skill in development of policy, procedure, and best practices with an equity lens.

    + Skill in reviewing collective bargaining agreements.

    + Skill in using computer technology and data analysis programs.

    + Ability to analyze and find necessary information for investigations.

    + Ability to write clearly and persuasively.

    + Ability to interpret and apply laws, rules, and regulations.

    + Ability to work cooperatively and collaboratively with others and foster effective working relationships.

    + Ability to maintain confidentiality and professional relationships in dealing with sensitive, complex civil rights, legal and human resource issues and situations.

    + Ability to work independently and prioritize workload to meet established deadlines.

    Full Salary Range: $41.34 - $67.08/ hourly/ $85,987 - $139,526 annually

    What your work environment would be:

    You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.
