    The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) seeks a **_Public Innovators Network Lead_** to provide programmatic oversight of a dynamic and growing global network of thousands of public innovators who work in government and are committed to using innovation, data, collaboration, and resident engagement to deliver exceptional results for people. Launched in 2022, the Network has provided training, special experience, and recognition for cities and leaders who are addressing some of the most pressing challenges faced by today’s government – from hiring to the need for climate action. The Network is the premier place for peer learning among innovators and access cutting-edge resources for local government employees. Through an expanding series of virtual and in-person programs and events, the Public Innovators Network will continue to grow under the leadership of this role.

     

    The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service. The Public Innovators Network Lead will design dynamic experiences and deliver cutting-edge solutions for a growing community of city leaders who are part of the network. The Public Innovators Network Lead will represent both the Center and the Public Innovators Network to external stakeholders, including funders, partner organizations, and subject matter experts.

    Specific Duties & Responsibilities

    + Lead and manage all aspects of program design, strategic development and refinement, as well as program delivery.

    + Design and develop a robust catalogue of member benefits and events which spotlight new ideas, best practices, and build community.

    + Continuously improve and scale the program by sharing project frameworks, tools, and best practices that can be easily adopted to increase delivery efficiency.

    + Design and implement promotion and program recruitment strategies to meet ambitious membership goals.

    + Develop, recommend, and administer policies, procedures, and processes in support of programmatic operations.

    + Manage the development of program artifacts such as briefings, messaging, and presentations.

    + Prepare and present program status reports, risk management, and other program lifecycle reports and documentation to Center’s leadership, program partners, and funder.

    + Lead multiple stakeholders and decision makers through design and approval processes for program membership, events, and activities.

    + Maintain strong relationships and foster collaboration among a broad set of stakeholders, including funders, institutional partners, senior government officials, and private sector and nonprofit leaders.

    + Supervise staff and work collaboratively across internal departments to execute and deliver at the highest-quality.

    + Perform other duties, as assigned.

    + Superior organizational skills and ability to set priorities and respond quickly as priorities change.

    + Excellent verbal and written communication skills and ability to collect and synthesize information and provide summary reports.

    + Strong interpersonal skills with an ability to build good relationships with peers and to interact with diverse stakeholders.

    + Strong management skills with an ability to provide clear and actionable direction to develop the team and continuously improve team performance.

    + Ability to manage multiple projects and calendars simultaneously and meet tight deadlines.

    + Ability to oversee multiple projects simultaneously, working effectively at both a system-wide level and on specific challenges within a particular project.

    + Ability to represent the Bloomberg Center for Public Innovation and its partners before mayors and other government officials.

    + Ability to determine what successful application of human-centered design and systems thinking principles looks like and how to coach others accordingly.

    Minimum Qualifications

    + Master’s Degree in related field.

    + Five years of related experience in a university or business development setting, with at least three years managing staff.

    + Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

    Preferred Qualifications

    + Five (5) years of experience in the field of government innovation.

    + Experience in a leadership position in local government, design, or management consulting.

    + Experience developing and implementing design-based innovation programs and processes.

    + Successful experience in program management and project management of complex initiatives from design to completion.

    + Experience managing with government, nonprofit, and philanthropic stakeholders.

    + Experience managing diverse teams.

    + Experience managing vendors and partners in collaborative projects or delivery efforts.

    Role/Level/Range: ATP/04/PG

    Starting Salary Range: $99,800 - $190,000 Annually (Commensurate w/exp.)

     

    Employee group: Full Time

     

    Schedule: Monday - Friday 9am-5:30pm

     

    FLSA Status: Exempt

    The listed salary range represents the minimum and maximum Johns Hopkins University offers for this position, based on a good faith estimate at the time of posting. Actual compensation will vary depending on factors such as location, skills, experience, market conditions, education, and internal equity. Not all candidates will qualify for the highest salary in the range.
