Summary You will serve as a Management and Program Analyst in the Human Capital Branch, Financial Management Administrative Division, within the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM&C)) of ASN. Responsibilities You will develop and recommend management controls and operating procedures for overall planning, direction, and execution of operational aspects of the Financial Management Career Program (FMCP). You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. You will serve as principal advisor to senior managers on the development, implementation and enhancement of FMCP policies. You will be the lead responsible for the development and implementation of communication strategies on all program matters. You will generate, recommend, and implement new and revised FMCP internal controls, methodologies, policies, and strategies in support of the FMCP program. You will provide leadership support and guidance to external command supervisors on matters relating to the FMCP program, performance management, and personnel support. You are directly responsible for the onboarding and recruitment of FMCP selectees, which include travel to local and external venues (e.g. colleges, universities, recruitment career fairs, etc.). You will develop innovative human capital tools and techniques to enhance the quality of staff in the FMCP program. You will collaborate with Budget Submitting Offices to generate requirements, develop individual development plans, and identify targeted training opportunities for FMCP trainees and associates. You will collaborate and develop networks with financial management organizations in the Department of the Navy (DON) and Defense Finance and Accounting Service (DFAS) to create and maintain a robust rotational assignment program for FMCP staff. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience creating detailed plans, schedules, risk management strategies to meet program goals. Generate, recommend, and implement new and revised internal controls, policies in support of command programs. Provide recommendations for the development of a comprehensive plan to ensure fulfillment of cost, schedule, and performance objectives. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-15 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading large scale, challenging program initiatives ensuring alignment with agency mission and goals. Developing and implementing organizational policies and procedures to ensure complance with agency regulations. Managing Human Capital projects with defined goals and targets. Provide recommendations for the development of a comprehensive plan to ensure fullfillment of cost, schedule, and performance objectives.
