BASIC PURPOSE
Reporting to an Engineering Manager, the Senior Development Review Specialist performs a variety of complex Public Works Development Review activities specifically in the area of private development. Tasks include extensive coordination with owners, contractors, engineers and consultants ensuring City development and environmental standards are satisfied. Oversees all requirements from the concept of the project to the final project close out. Provides support to the Engineering Development Review Manager, City Engineer and the Director of Public Works.

ESSENTIAL DUTIES AND RESPONSIBILITIES
These duties include but are not limited to the following:
Project Review & Management
+ Acts as the single point of contact for the City to provide essential management and oversight for assigned private development projects. Performs duties in the planning, design, and management of private development projects that include water, sanitary sewer, reclaimed water, stormwater, transportation infrastructure, and other associated improvements.
+ Reviews complex plans for a variety of private development projects in the City and the City’s Urban Growth Area to ensure that projects are compatible with existing conditions and in compliance with all applicable Federal, State, and City codes, standards, comprehensive plans and requirements. Coordinates plan review with other City departments and external stakeholders, including routing and tracking, correspondence, and reviewing, approving and consolidating comments.
+ Works on several complex private development projects simultaneously.
+ Regularly coordinates with Operations & Maintenance staff, the Senior Stormwater Utility Engineer, the Building Official, Current Planning & Economic Development Manager, and other planners in the Community and Economic Development department. Serves as a liaison between City staff and developers.
+ Prepares written correspondence through Bluebeam and/or other office suite mediums.
+ Uses personal computer for word processing, databases, spreadsheets, permit tracking, GIS mapping, stormwater modeling, the City’s virtual project management system, and other software to complete tasks.
+ Reviews supporting calculations, analyses, reports, and other engineering documents for accuracy, completeness, and consistency with municipal regulations and design standards. Negotiates redesign as appropriate. Reviews drainage reports and utilizes City stormwater model comparing stormwater modeling provided by the engineer with the stormwater model results
+ Coordinates technical review comments with the applicant’s team to ensure issues of concern are addressed.
+ Coordinates, collects and reviews required closeout documents for projects. Reviews and approves all applicable closeout documents for the Director’s signature.
+ Safely operate a vehicle to and from offsite facilities, inspection locations, or other locations necessary to perform assigned work.
+ Conducts field investigations/site visits related to project design or review.
+ Responds to questions from the applicant’s team regarding various processes, procedures, standards, and requirements.
+ Coordinates with construction inspectors and provides guidance to construction inspectors when requested and helps resolve issues that may arise throughout the construction process. Assess impacts to the public and assists with public outreach.
Section Administration
+ Assists in final plat, short plat, and binding site plan reviews to ensure compliance with City codes and project conditions.
+ Assists with the development of the goals, priorities, and work programs for the Development Review section.
+ Assists the Engineering Development Review Manager with implementation of revisions to the Development Guidelines & Public Works Standards.
+ Attends pre-submission conferences and land-use meetings as assigned to provide guidance on City standards and requirements.
+ Summarize City conditions for development discussed at meetings, establish conditions of approval and prepare appropriate correspondence and documentation for private development projects.
+ Review variance requests and come up with recommendations for review by the SPR Committee.
+ Represent the City at inter-agency meetings, Council meetings, or other meetings related to development, or with developers, contractors, citizen groups, and other government agencies.
+ Makes efforts to modify workload to assist with an emergent problem, assignment or project whenever feasible. Works overtime as assigned.
+ Demonstrates decision making skills and determines alternative solutions to problems and issues.
+ Provides technical guidance and answers to questions regarding the extension of City utilities. Prepares associated correspondence summarizing conditions for acquiring utility service.
+ Prepares utility connection fee estimates and monitors payment of water and sanitary sewer connection fees. Ensures compliance with standards and requirements for connection to City utilities.
+ Provides interpretations of engineering standards, codes, ordinances, and City policies to the general public, developers, engineers, architects, and coworkers. Helps identify key issues and work on solutions for development.
+ Supports the relationship between the City of Lacey and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and City staff; promotes the City goals and priorities in compliance with all policies and procedures.
+ Responds to public inquiries, complaints, and concerns relating to land-use development proposals and engineering requirements. Resolves difficult and sensitive inquiries, issues, and complaints in a timely manner.
Other Duties Assigned
+ May perform special projects related to development review, such as assisting with and recommending changes to permitting processes, website updates, filing systems, virtual project management system, etc.
+ May attend public hearings as a public works representative to answer questions or provide addition information as requested
+ May train, coach, mentor, support and provide technical input to peers and other employees.
+ May serve as the Acting Engineering Development Review Manager when requested.
+ Other related duties as assigned.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:
At the Senior Development Review Level ($7,887.10-$9,377.02)
Bachelor’s Degree in Project Management, Engineering, or other related field, or certified as a Project Management Professional (PMP); AND four (4) years of progressively responsible experience designing city infrastructure, or performing development plan review and project management for the design and construction of municipal utilities and roadways.
OR
Associates Degree in Project Management, Engineering, or other related field; AND six (6) years of progressively responsible experience designing city infrastructure, or performing development plan review and project management for the design and construction of municipal utilities and roadways.
OR
Completion of H.S. or equivalent diploma AND eight (8) years of progressively responsible experience designing city infrastructure or performing development plan review and project management for the design and construction of municipal utilities and roadways.
* May have a combination of experience, education, and training that would substitute for the above requirements.
At the Engineering Technician III Level ($7,323.46-$8,708.94)
An Associate's Degree in Civil Engineering Technology or related field AND three (3) years of work experience performing technical engineering or surveying work with emphasis in the area of assigned section responsibilities.
OR
A High School Diploma or GED AND five (5) years of work experience performing technical engineering or surveying work with emphasis in the area of assigned section responsibilities.
*May have a combination of experience, education, and training that would substitute for the level of knowledge and ability required.
MANDATORY QUALIFICATIONS:
+ Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
+ Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.
+ Must pass a thorough background investigation and successfully complete pre-employment medical testing for the ability to perform the essential functions of the position.
+ Must possess a valid Washington State driver’s license at time of hire OR must obtain within 30 days from date of hire, and must have a driving record acceptable to the City and the City’s insurance carrier.
+ Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
+ Emergency Management (NIMS/FEMA) certifications must be obtained within 1-year of employment.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
+ Engineering and construction principles, practices, concepts, terms, procedures and techniques.
+ Methods and techniques for governmental and development review processes.
+ The current Revised Code of Washington (RCW), Lacey Municipal Code (LMC), City of Lacey Development Guidelines and Public Works Standards and City of Lacey Stormwater Design Manual requirements, Comprehensive Plan elements pertaining to Public Works as applicable to project development.
+ Personal computers and the software (including Bluebeam, AutoCAD and Western Washington Hydrology Model) appropriate for the position.
+ Civil engineering methods of design, construction, and maintenance related to public utilities and Public Works infrastructure.
+ Engineering mathematics and formulas to perform essential duties.
+ All stages of Public Works construction and site development design.
