    Job Title: HR Compliance Specialist

    **Location:** Willow Grove, PA

    **FLSA Status:** Non-Exempt

    Position Summary

    The HR Compliance Specialist ensures the organization’s adherence to employment-related laws, regulations, and internal policies by overseeing and executing critical HR compliance processes. This includes managing drug and alcohol testing programs, DOT drug testing and reporting requirements, background screening, and I-9 employment eligibility verification. The role supports HR, safety, and operations teams to maintain compliance, reduce risk, and ensure accurate documentation.

    Key Responsibilities

    Drug & Alcohol Testing (Non-DOT & DOT):

    + Coordinate pre-employment, random, post-accident, and reasonable suspicion testing.

    + Ensure compliance with federal, state, and client-specific testing requirements.

    + Maintain accurate and confidential records of test results.

    DOT Compliance (Testing & Reporting):

    + Oversee DOT drug and alcohol testing program, including random pool administration.

    + Ensure compliance with DOT/FMCSA regulations for testing timelines and procedures.

    + Manage NCMS compliance requirements and maintain up-to-date records.

    + Respond to DOT verification requests in a timely and accurate manner.

    + Maintain DOT Clearinghouse records, reporting, and query processes.

    Background Checks:

    + Manage pre-employment and ongoing background screening in compliance with FCRA and applicable laws.

    + Review and adjudicate results according to company policy.

    I-9 & Employment Eligibility:

    + Complete, verify, and audit I-9 forms for all new hires.

    + Ensure E-Verify compliance where required.

    + Conduct periodic internal audits and ensure proper record retention.

    General Compliance:

    + Monitor regulatory changes impacting HR compliance processes.

    + Maintain organized compliance files and reports to support audits or investigations.

    + Provide training and guidance to managers and HR team members on compliance-related topics.

    Qualifications

    Education & Experience:

    + Bachelor’s degree in Human Resources, Business Administration, or related field preferred; equivalent experience accepted.

    + 2+ years of HR compliance or related HR operations experience.

    + Knowledge of DOT drug and alcohol testing regulations, DOT Clearinghouse requirements, NCMS processes, I-9 compliance, and FCRA guidelines.

    Skills & Competencies:

    + Strong attention to detail and organizational skills.

    + Ability to manage multiple priorities and meet strict deadlines.

    + High degree of confidentiality and discretion.

    + Clear and professional communication skills.

    + Proficiency in Microsoft Office Suite and HRIS/compliance systems.

     

    Work Environment

     

    This role is primarily office-based (4 in-office days per week), with occasional travel to field locations for audits, training, or compliance support.
