    Summary:

    The Director of Public Safety, supported by a management and supervisory team, works directly with the hospital leadership, Public Safety team members, Director of Plant Operations, Director of Regulatory Affairs, and Senior Director, Nursing Operations and Emergency Management to manage and coordinate all aspects of security and safety functions for the facility and off-site locations. The Director is accountable to provide a safe and secure environment for patients, visitors and employees, and serves as the hospital liaison with external agencies, including local law enforcement and other public safety entities.

     

    The Director of Public Safety has entity accountability for oversight of the safety and emergency management program and related activities. This includes responsibility for compliance and enforcement of regulatory and accreditation requirements including the Joint Commission, NFPA, the PA Department of Health, PA Department of Environmental Protection (PADEP), the Occupational Safety and Health Administration (OSHA) and other federal, state and local codes and ordinances. Guidance and direction come from established entity policies and procedures, the Environment of Care Committee, the UPHS Director or Associate Director for Emergency Management and Safety Programs.

    Responsibilities:

    + The Director must keep abreast of and ensure compliance with relevant federal, state and local statutes, regulations, emergency plans and assist with the organizational compliance with The Joint Commission, Environment of Care, Life Safety, OSHA, and NFPA standards related to patient and staff safety.

    + Responsible for the 24/7 operations of the public safety operations of the Hospital campuses which also include offsite locations.

    + Oversees the planning, design, implementation, ongoing evaluation and monitoring of safety program initiatives that provide for a safe Environment of Care (EOC) for patients, visitors, staff and the surrounding community.

    + Leads the entity Environment of Care (Safety) committee, sub-committees and/or management programs including but not limited to: Emergency Management, Hazardous Materials, incident review and injury prevention analysis, fire prevention and life safety issues, quality improvement and patient safety issues.

    + Coordinates entity planning for UPHS Emergency Management initiatives including Hazard Vulnerability Assessment process; Mitigation activities; Emergency Planning Response Management; and Recovery Phase Activities, as appropriate.

    + Ensures appropriate staffing is maintained.

    + Recruit, supervise, and complete performance appraisals for public safety staff.

    + Ensures staff training and competencies are evaluated and documented.

    + Identifies training needs and develops education to ensure staff is able to meet the needs of the organization and ensure safe environment.

    + Review and approve bi-weekly payroll for direct reports/staff.

    + Monitor security conditions and conduct ongoing analysis of date received from both external and internal sources, and advise administration on appropriate risk mitigation strategies and risk develops management plans.

    + Oversee and provide direction for security related projects and physical security technologies including but not limited to; card key access systems, alarm systems, video surveillance systems, security services, and other related system.

    + Compile and prepare monthly reports and other reports as needed.

    + Prepare clear and concise written reports of all incidents occurring within the confines of the Hospital campuses and ambulatory locations in accordance with internal and external reporting requirements.

    + Responsible for the operations and equipment requirements of the public safety department including assisting in the development of the annual operating budget and the operations and maintenance of equipment.

    + Facilitate and/ or participate in Environment of Care, Emergency Management, Safety, and Patient Safety committees or groups and any other group of committee assigned by the hospital. Assists in the emergency planning and safety drills.

    + Performs role of liaison with fire, police, and other emergency respondents to the Hospital.

    + Creates and reviews department polices and procedures

    + Works with Finance team in the preparation of departmental expenses and capital budgets.

    + Performs duties in accordance with Penn Medicine and entity values, policies, and procedures

    + Other duties as assigned to support the unit, department, entity, and health system organization

    Education/Experience

    + High School Diploma (Required)

    + Bachelor's Degree (Required)

    + 5 years of security or law enforcement management experience, as well as safety and emergency management experience, with at least 3 in a healthcare/hospital setting. Plus 5+ years of supervisory and/or management experience. (Required)

    + Knowledge of health care operations and regulations and experience managing standards and guidelines related to Joint Commission, DOH, EPA, OSHA, and NFPA required. (Required)

    + FEMA Courses: IS-100, IS-200, IS-700 and IS-800; and others (Required)

    + OSHA: 10 & 30 hour/General Industry Training. (Preferred)

    Licenses

    + Valid Drivers License or valid license for the employee's state of residence.
