    The Real Estate Risk Grg Manager, reporting to the Director of Collateral Risk, is responsible for the direct supervision of the Review Managers and QA Audit Reviewers. Collateral Risk Management function for US Mortgage is responsible for appraisal review for all US residential real estate, appraisal independence, appraisal bias, and appraisal management company/appraiser quality. In addition, the Real Estate Risk Grg Manager is responsible for the maintenance and ongoing review of the appraiser watchlist.

     

    Requires thorough understanding of the mortgage business and appraisal industry, combined with a solid conceptual/practical grounding in both areas.

     

    Excellent communication skills are required. Some external communication/negotiation may be necessary. Responsible for ensuring valuations for mortgage complies with all regulations and global policies.

     

    The Real Estate Risk Grp Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Full management responsibility including management of people, and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations.

     

    Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions.

    Responsibilities:

    + Manages a team that oversees collateral risks taken in connection with real estate lending; including but not limited to valuation review, sub-servicer valuation oversight, valuation quality, appraisal independence, and collateral management oversight.

    + Strategically applies analytical thinking and subject matter expertise of real estate and appraisal.

    + Responsible for quality of appraisals for properties taken in as collateral in conjunction with real estate lending, including monitoring and actions taken for both Appraisal Management Companies and appraiser panels.

    + Set and manage measurable goals for all direct reports.

    + Coach, mentor, and provide feedback to all direct reports. Including managing team production and quality performance, and partnering with the production manager to actively manage issues.

    + Monitor team pipeline reports to ensure SLA's are met.

    + Serve as a Channel escalation point of contact with a goal of efficient issue resolution.

    + Complete escalated reviews on value changes over 50% using any findings as feedback, training, and roll into the reviewer quality results.

    + Responsible for watchlist oversight, maintenance, compliance and watchlist 2 and 3 exception approval authority.

    + Responsible for the Peer Review process to ensure consistent review quality.

    + Responsible for ensuring the review team has sufficient capacity and expertise to properly assess the quality of the valuations.

    + Stay ahead of the market with an understanding of the appraisal industry related changes and emerging risks.

    + Applies applicable US and local regulations & guidelines, as well as investor and Citi global policy requirements.

    Qualifications:

    + 10+ years previous experience in risk required

    + Possess complex and diverse knowledge of financial services, knowledge of Citi is a plus.

    + Excellent ability to communicate and influence in a cross functional environment.

    + Knowledgeable about risk systems infrastructure including key processes, coverage and data flows in order to identify risk effectively. Knowledgeable about different markets, products, strategies, analytical tools, financial and risk databases and associated risks, excellent ability to communicate and negotiate (verbal and written) in a cross functional environment. Real estate knowledge or experience. Proficiency in MS Word, Excel and Argus, as well as database management experience. Comprehensive understanding of applicable industry regulations and standards (i.e., USPAP, FIRREA, ASTM).

    Education:

    + Bachelor’s/University degree, Master’s degree preferred
