Summary This position is a Health System Specialist at VA Puget Sound Health Care System a multi-service, highly complex tertiary health care system. Organizationally located in the Office of the Chief of Staff, the incumbent serves as the Performance Measure Coordinator with primary responsibility for managing system-wide activities to improve organizational performance and excellence. Responsibilities Duties include but are not limited to: Program/Project Management - 50% Works closely with National and VISN leaders to establish annual performance measures and provides oversight of facility-wide performance on the national performance measures. Provides program oversight, coordination, and leadership in the performance measurement process throughout the health care system and provides routine progress reports to VISN and health system leadership. Identifies focus areas based on performance data and trends and develops options for addressing these areas. Leads, directs and assists medical center staff in understanding performance measure requirements by collaborating with service line leadership and performance champions to develop options to improve facility process, procedures and outcomes. Serves as an expert in system redesign, LEAN and Six Sigma concepts and how to apply them to improve clinical workflow, enhance documentation, and increase productivity within clinical and administrative environments. Facilitates education and training of persons in support of process improvement related to productivity, efficiency, and in areas/process that directly influence VERA reimbursement. Serves as liaison wo other health care systems in the establishment of local partnerships. Provides direct support for the development, coordination, maintenance and operation of the Clinical Documentation Improvement Team at he facility level and/or VISN level. Analytics and Data Validation - 40% Serves as an expert in the use of organizational analytical tools such as Strategic Analytics for Improvement and Learning (SAIL), Specialty Productivity - Access and Report Quadrant (SPARQ), Ambulatory Care Sensitive Conditions (ACSC), Efficiency Opportunity Grid (EOG), and the Veteran Equitable Resource Allocation (VERA) methodology. Responsible for determining the need and scope of data gathering and analysis, leading teams in process improvement activities and projects, and creating reportable metrics in support of boosting productivity, efficiency, and documentation of care provided. Identifies and analyzes performance data to identify adverse trends or conditions and facilitates and monitors the development and implementation of corrective action plans. Provides regular and timely reports on performance/quality indicators, workload capture, resource utilization, and information management utilizing platforms such as Corporate Data Warehouse, SQL, Pyramid Analytics, SAIL, VISTA and commercially available electronic medical records or analytic tools. Conducts studies of organizational performance and recommends changes or improvement in organization, staffing, work methods, and procedures. Education and Training - 10% Trains teams on how to improve clinical documentation and deploying improvement strategies to boost productivity by independently facilitating courses or presentations related to all aspects of these organizational tools. Gathers information to determine training needs, analyzes information obtained, and makes necessary adjustments. Develops and/or modifies structures, processes, procedures, and plans as appropriate to effectively meet the training needs of internal stakeholders. Uses performance improvement methodologies and education strategies to develop formal training improvement programs for the medical/hospital staff concerning clinical documentation opportunities, coding and reimbursement issues and provides ongoing updates as regulations change. The incumbent performs other related duties as assigned. Promotion Potential: This position is at the full-performance level of GS-12. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series: All applicants, regardless of grade level must meet minimum education or specialized experience requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You may qualify based on your experience as described below: General Experience: Possess a bachelor's or graduate/higher level degree with a major in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts Required) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leads, directs, and supports the development, coordination, maintenance, and operation of performance measures; independently leads teams whose performance have a direct impact on organizational performance, outcomes, productivity, and cost savings; provides consultative services to senior leadership in measurement analysis, process, redesign, and evaluation to meet and exceed performance measures and related initiatives. Special Provision for Inservice Placement: I have successfully completed an agency-sponsored on-the-job training program which included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. Some walking, standing, bending, carrying of light items such as books, papers will be required to facilitate and lead projects. There may be long periods of standing to observe and study operations or to facilitate large interdisciplinary groups in problem solving issues within the agency.
