This position recruits for the North Carolina Department of Transportation and reports directly to the Recruitment Programs Manager. Recruitment efforts will include all emerging workforce programs including Transportation Engineering Associates (TEA), Transportation Apprenticeship Program (TAP+), College Intern Program (CIP), and High School Intern Program. The TEA Program is an 18-month training program that orients newly graduated engineers on the major organizational functions of the various transportation units, branches, and divisions, and provides a broad background and practical application of transportation engineering. The Transportation Apprenticeship Program (TAP+) is a statewide program creating, managing, and administering apprenticeship opportunities in transportation construction, operations, and engineering. The College and High School Intern program is for all Divisions, Units and sections of the Department. These programs allow students from various curriculums to gain work experience in their field of study within the NCDOT.
The position responsibilities include the following:
+ Recruit candidates to internships, apprenticeships, engineering training program, and other opportunities following NCDOT guidelines and standards.
+ Assist in recruitment program initiatives and special projects.
+ Assist in maintaining contact with applicants and building NCDOT talent pipeline.

Knowledge, Skills and Abilities / Competencies
Management prefers applicants that demonstrate the following:
+ Basic to working knowledge of human resource practices, policies, and procedures.
+ Demonstrated ability establishing and maintaining effective working relationships with others
+ Demonstrated ability exercising good judgment in analyzing situations and making recommendations.
+ Basic to working knowledge of standard departmental and unit applications such as Word, Excel, FIORI, SAP, BEACON, Outlook, Power Point, Access, NEOGOV.
Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
