The Position is located at the DMV Headquarters.
The primary purpose of this position is to promote highway safety through training and monitoring. This position must supervise, coordinate, and evaluate training of new personnel as well as continuing education of DMV examiners related to Commercial Driver License policy and procedures. This position will be responsible for monitoring employees and their assigned tasks as it relates to training and Commercial Driver License issues. This position will approve all lesson plans and training programs. This position will schedule special assignments and adjust workloads, set goals and objectives for the section, and develop work plans to meet those goals and objectives. This position administers the Third-Party Testing program including certification of third-party testers and examiners and monitors the testing activities through analysis of data collected through audit reports, monthly reports, and DOT Information Technology, must be able to identify trends that could indicate problems with substandard testing. The Manager must conduct covert observation of COL skill testing on third-party testers and OMV examiners and prepare reports of findings. This position administers the licensing program for private Truck Driver Training Schools, instructors, and recruiters in the state. This position is to stay informed about changes in the Federal Motor Carrier Regulations and draft legislation as required.
This position communicates with FMCSA officials, General Assembly subcommittees, the Commissioner of OMV, the Deputy Commissioner of OMV, the Director of Driver Services, and the Assistant Director of Driver Services in reference to Commercial Driver License issues. This position must identify changes needed and submit Change Requests to DOT Information Technology personnel for needed programming changes to SADLS system in the development of new initiatives and programs mandated by changes in state law and FMCSA regulations, including funding of DOT IT projects through FMCSA grants. This position is responsible for keeping the issuance of commercial driver licenses in compliance with Federal Motor Carrier Safety Regulations as these pertain to the Commercial Motor Vehicle Safety Act which was passed by the United States Congress in 1986.
Knowledge, Skills and Abilities / Competencies
Management prefers applicants that demonstrate the following:

+ Experience establishing, applying, and interpreting a wide range of policies, procedures and/or laws.
+ Knowledge of NC DMV Laws (Chapter 20), rules, regulations, and statutes related to motor vehicles.
+ Knowledge of management principles, techniques, practices, and consistent project management skills.
+ Experience setting priorities, strategic planning and goal setting.
Additional Expectations:
+ Thorough knowledge of state and federal laws and standards regarding Division of Motor Vehicle Services is helpful.
+ Considerable knowledge of personnel policies, rules, and regulations is helpful.
+ Considerable experience with Microsoft applications is helpful.
This position is subject to the Federal Government's REAL ID Act. Therefore, pursuant to 6 CFR, 37.45, selected candidates are required to undergo a background check which includes a name and fingerprint-based criminal history record check. Selected candidates will be given conditional offers of employment that would allow him or her to begin training prior to receipt of background check results. Prior to beginning employment at a DMV office, selected candidates must have successful outcomes for their background check and training. There is a cost associated with the background check for new employees.
Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment, or an equivalent combination of training and experience.
