    The Utilities Unit facilitates and manages the relocation, adjustment, removal, and addition of utilities along highways and rights of way the N.C. Department of Transportation owns, while maintaining and preserving the integrity of the highway system and ensuring the safety of its users. The Utilities Unit serves as the subject matter experts on utilities within state rights of way.

     

    We are looking for an Engineer II to work with the Alternative Delivery and Special Projects Section.

     

    The Alternative Delivery and Special Projects Section focuses on supporting the delivery of alternative delivery projects managed by the Alternative Delivery Unit (ADU), the North Carolina Turnpike Authority (NCTA) and NCDOT Divisions. It also provides utility subject matter expertise to support other NCDOT Units and Offices in the delivery of their projects, programs, and objectives. These groups include but are not limited to the NC Rail Division, Local Programs Management Office and the Roadway Special Studies unit.     In this role, you will:

    + Provide engineering support and decisions on Design Build projects.

    + Manage the schedule of utilities relocations on Design Build projects.

    + Manage projects and engineering resources in support of engineering design activities and schedules for NCDOT Design Build projects.

    + Provide technical expertise to coordinators with multi-disciplinary personnel in the procurement and delivery of Design Build projects.

    + Assist in the development of contractual documents and requirements, including but not limited to coordination of multi-disciplined Scopes of Work and Special Provisions with various NCDOT units and Divisions.

    + Review preliminary and final utility relocation plans, special provisions, project estimates and cost responsibility determinations to ensure concurrence with the contractual requirements and Department policies and procedures.

    + Assist with the contract administration and address contractual questions from contractors and designers.

    + Provide technical support and make recommendations in the continued support of the Divisions during project construction.

     

    Knowledge, Skills and Abilities / Competencies

    Management prefers applicants with the following:

    + Experience developing relocation strategies, designing, reviewing, or providing engineering support for construction of utilities (water, sewer, electric power, gas, or telecommunications).

    + Experience clearly communicating technical information, verbally and in writing, to a range of partners, team members, or stakeholders.

    + Experience collaborating on technical matters with other engineers, technical staff, and multidisciplinary team members.

    + Working knowledge using CADD, and common MS Office software to access and manipulate data, applications, documents, and design plans.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
