    Duties Description Under the direction of the Park Manager 2 and the Regional Admin Team, the Park Manager 1 is responsible for assisting in the management of Marsha P. Johnson State Park including park operations, maintenance, security and event programming. The Park Manager 1 supervises, directs, manages, and coordinates various levels of staff ensuring the safe operations of the park and assists in all aspects of the seasonal hiring process at the Park. The Park Manager 1 will help develop and implement programs and/or services for the public. The incumbent assists in the handling of logistical support, organization and planning of programming and special events throughout the park, reserves space or equipment to be used in such programs and coordinates as needed directly with outside organizations with approval from the Park Manager 2, the regional EE team and various individuals to assure the success of such programming. The incumbent will work closely with volunteers, the community, and vendors to assure NYS Parks’ mission is always met. The incumbent performs the following duties: • Assists in identifying community recreational needs and works with the community, school groups, and the Regional Admin team to develop and implement programs, schedules, and special events.• Assists is creating the staffing schedules, supervises, and evaluates the effectiveness of contractors and of subordinate’s delivery of programs.• Inspects, evaluates, and assures the readiness and availability of equipment and facilities to meet requirements for scheduled activities.• Supervises recreation, trades, park workers and seasonal staff; participates in recruitment and training programs.• Inspects cleaning and maintenance work; develops and implements cleaning and routine maintenance schedules.• Assists in preparing updates and executes a comprehensive plan of preventative maintenance, maintenance and repair for systems, structures, fixed equipment, and grounds at Marsha P. Johnson State Park.o Coordinates maintenance work to minimize adverse impacts on customer services.• Plans major repairs and preventative projects in conjunction with the Park Supervisor 1.o Works with higher level management staff and regional capital facilities staff, as directed, to assure that priority needs for maintenance and repair are promptly identified and addressed in a manner which avoids disruption of park operations to the greatest extent feasible.• Assists in managing a budget for equipment, repairs, and supplies needed to support existing and planned programming and events.• Makes recommendations to higher-level management for policies, procedures, training, and facility improvements to enhance the customer experience and promote customer satisfaction.• Assures that all Agency, Regional and Park standards for service delivery, customer service, and employee conduct and performance are consistently met.• Evaluates Park facilities for energy conservation and sustainable operations.• Sets standards and assigns tasks based on the daily operational needs of the park.• Performs other related duties and responsibilities as assigned.

     

    Minimum Qualifications Permanent Competitive Appointment: To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.Permanent Non-Competitive NY HELPS Appointment:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:Open Competitive Qualifications:Either 1. six years of experience working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;Or 2. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.*For the purposes of this examination, a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.Examples of non-qualifying degrees for the purposes of these examinations include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.*If verifyable, we will accept and prorate appropriate part-time and volunteer experience. *For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

     

    Additional Comments OPERATING NEEDS:• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. If not licensed at the time of appointment, the appointee must obtain a driver’s license without restrictions or conditions within the term of probation• This position is 40 hours per week. Weekend, holiday, and evening work is required as operational needs.• Candidates should be well organized and possess excellent communication skills.• Must be proficient in Microsoft Office products including Excel, Word, and Outlook.• May be required to periodically support the New York City Region’s Park and operational needs, including special assignments at other parks and emergency management tasks, as needed.
