    THE ROLE

    As the Executive Director of the State Traffic Administration, you will direct and prioritize the office by teaching and helping staff gain an understanding of regulations relating to a uniform system of traffic control signals, devices, signs, and markings for public roadways. A key component of the role will be to work with local municipalities, elected officials, DOT units, state agencies, and traffic engineering consultants to reach resolutions on various matters under the OSTA’s purview, including review and approval of municipal Automated Traffic Enforcement Safety Device plans. You will also play an integral role in developing and reviewing the OSTA's related Connecticut General Statutes (CGS (https://www.cga.ct.gov/current/pub/titles.htm) ) and regulations. At legislative hearings, you will represent the Department and act as a permit liaison with the Department of Economic and Community Development. (https://portal.ct.gov/DECD)

    Key Responsibilities:

    + Direct and prioritize the review of speed limit studies for all state and town roads in accordance with CGS 14-218a (https://www.cga.ct.gov/current/pub/chap\_248.htm#sec\_14-218a)

    + Direct and prioritize the review of passing zone and No Thru Truck requests from municipalities

    + Direct and prioritize the review of Major Traffic Generator applications to meet the timeframe goal stated in CGS 14-311d (https://www.cga.ct.gov/current/pub/chap\_249.htm#sec\_14-311d) to encourage economic development in the state

    + Review and approve of Traffic Investigation Reports, outlining offsite mitigation to support economic development in the state

    + Review and approve municipal Automated Traffic Enforcement Safety Device plans pursuant to CGS 14-207e

    + Review and approve town owned traffic signals in accordance with CGS 14-299 (https://www.cga.ct.gov/current/pub/chap\_249.htm#sec\_14-299)

    + Review and approve requests for Parkway Permits

    + Represent the Department at legislative hearings and make recommendations regarding changes to the OSTA's related Connecticut General Statutes (CGS (https://www.cga.ct.gov/current/pub/titles.htm) ) and regulations

    + Review and approve the publication of the OSTA's guidelines for review of passing zones, speed limits, No Thru Trucks, and Major Traffic Generators

    + Conduct and oversee performance evaluations for staff, etc.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Transportation this class is accountable for directing the administrative activities of the State Traffic Administration.

    EXAMPLES OF DUTIES

    + Directs staff and operations of the State Traffic Administration;

    + Coordinates, plans and manages the office's activities, assuring timely reviews and approvals in compliance with statutory standards of all matters within the office's mandate;

    + Initiates and schedules traffic engineering studies;

    + Develops and maintains files and records of permit applications, correspondence, and related materials;

    + Coordinates publication of and revisions to the State Traffic Administration Manual;

    + Determines project priorities based upon office's requirements;

    + Ensures maintenance of and public access to office decisions and records;

    + Certifies records for submission to legal authorities;

    + Transmits office decisions to appropriate parties;

    + Assists in the development of related policy and regulations affecting the office;

    + Assists in the preparation of the office budget;

    + Represents the office before legislative committees and other public assemblies and may testify in court proceedings;

    + Represents the Department as the permit ombudsman with the Department of Economic and Community Development;

    + Leads the recruitment and hiring of staff, including outreach, interview and selection;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + and ability to apply management principles and practices;

    + and ability to interpret and apply relevant state and federal laws, statutes, and regulations governing the administration and operations of State Traffic Administration;

    + Knowledge of basic principles of traffic engineering and statutory provisions of traffic control and highway safety;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of professional experience in the planning and execution of complex transportation related projects.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been in a supervisory capacity responsible for planning, designing, or implementing traffic related projects.

     

    NOTE: For state employees, this experience is interpreted at the level of a Transportation Supervising Engineer (Engineering) or Transportation Supervising Planner.

    PREFERRED QUALIFICATIONS

    + Experience interacting with and coordinating among economic development professionals and high-level stakeholders across various levels of state/local government

    + Experience establishing relevant stakeholder relationships

    + Experience managing and collaborating throughout all levels of a large and diverse staff to achieve a common goal

    + Experience leading technical staff by thinking critically, managing productivity, defining expectations, and establishing measurable goals

    + Experience applying state/federal laws, regulations, and agency policies to transportation related work
