    The Idaho State Department of Agriculture is currently recruiting for an Agriculture Investigator Senior in the Warehouse Control Program located in Boise, ID.

     

    Unlike facility maintenance or supply chain warehouses, this position involves the inspection and physical measuring of agricultural commodities and seeds such as grain, wheat, barley, corn, and beans within State licensed warehouses to ensure compliance with state regulations. The ideal candidate will work closely with licensees to maintain licensing, managing the potential collection and remittance of fees, and conduct inspections to maintain programmatic standards.

    EXAMPLE OF DUTIES:

    • Perform various examination functions to verify reliability and accuracy of examined documents.

    • Conduct complex field examinations of warehouses, commodity dealers, and seed buyers.

    • Conduct Commodity Indemnity Fund and Seed Indemnity Fund assessment examinations to verify compliance of collection and remittance of trust funds.

    • Conduct various commodity commission examinations to verify the collection and remittance of commission fees.

    • Assist warehouseman, commodity dealers, seed buyers and producers to understand and comply with applicable laws and rules.

    • Run reporting, on a scheduled basis, and perform necessary licensee communication as follows: tax commission reporting, expired licensee insurance, expired licensee bonds, and outstanding financial statements.

    • Investigate complaints and report unlicensed warehouses, dealers or seed buyers or suspect law violations to ISDA management.

    • Verify warehouse charts and diagrams for newly licensed facilities or changes to current warehouses charts and diagrams.

    • Review and process new and renewal Warehouse Program license applications and related fees and work with IT to maintain the Warehouse Licensing System.

    • Review and process new and on-going Commodity and Seed Indemnity Funds’ quarterly reports and remittances.

    • Work with IT to maintain the WEB portal customer system for the reporting and remittances.

    • Review licensee’s initial and annual financial statements and file appropriately.

    • Provide initial data input and calculations for ratio analysis tracker related to annual financial statements.

    • Compile and draft technical report documentation and correspondence for legal related items for the program.

    • Be main contact point, and provide support, for fellow investigators when they are in the office and are working in the field.

    • Provide customer support to warehouse main line and provide support for public records request.

    • Maintain Warehouse, Commodity Dealer and Seed Buyer exam tracker.

    • Maintain and draft memorandums of understanding with other related state agricultural entities.

    • Help maintain current eZam software.

    • Consult with and provide assistance and education to internal and external customers as the licensing expert by explaining laws, rules and regulations to gain cooperation and achieve voluntary compliance with license requirements.

    • Identify policy and regulation issues; evaluate and improve the surety process to provide maximum producer protection.

    • Maintain and provide updates and changes to Warehouse Control page of ISDA website.

    • Work with supervisor in maintaining and updating warehouse financial analysis tracker.

    • Physically climb bins and measure grain volumes for compliance with grower deposits at State licensed warehouse facilities.

     

    MINIMUM QUALIFICATIONS: This qualification is a mandatory requirement.

     

    • Experience writing narrative reports.

     

    Specialty Qualifications: These qualifications are mandatory requirements.

     

    • Good knowledge of accounting practices and procedures.

    • This position requires a valid driver's license.

    Desirable Qualifications: These qualifications are not mandatory but may increase your overall score:

    • Experience conducting extensive investigations or audits of inventory and business transaction records.

    • Good knowledge of agricultural operations.

    •Experience working in (commodity/grain warehouse) operations.
