    Job Title: Construction Project Engineer

    Job Description

    The Construction Project Engineer is responsible for supporting the EPC Project Manager or Program Manager in overseeing day-to-day operations from pre-construction through project completion and warranty periods. This role involves managing construction project safety, quality, schedule, cost control, contracts, subcontractors, suppliers, proposals, estimates, documentation turnover, client relations, and other duties required to execute EPC, Construction Management, Construction, and Program Management projects. Experience with Water, Transmission, and/or Distribution projects is preferred.

    Responsibilities

    + Oversee day-to-day construction activities and execute single or multiple projects simultaneously.

    + Provide direction and participate in project planning, scheduling, estimating, cost development, and establishing critical project objectives.

    + Develop and manage client relationships and interface with clients for proposal and project-related items.

    + Participate in internal and external project risk reviews and consult with the Legal Department as needed.

    + Negotiate prime contracts, CM contracts, subcontracts, and change orders.

    + Implement sections of the Project Execution Plan including construction execution, quality assurance plan, safety & health plan, subcontracting plan, and procurement plan.

    + Develop construction staffing plans and train project teams while facilitating cost-effective utilization of staff.

    + Oversee the development and implementation of the project plan for site layout, mobilization, and demobilization.

    + Ensure all applicable project permits are secured as per project requirements.

    + Direct and oversee the RFP and bid process, and prepare detailed scope of work documents.

    + Review, approve, and communicate internal and external project reports including budgeting, cash flow forecast, and status reports.

    + Collaborate with the engineering team to establish the development and distribution of engineering deliverables.

    + Manage downstream contract administration including RFI’s, submittals, change management, contract closeout, and claims mitigation.

    + Oversee invoicing processes and coordinate client, supplier, and company commissioning and startup teams.

    + Implement, audit, and oversee project documentation and ensure compliance with project and subcontractor insurance, taxes/duties, licensures, and bonding requirements.

    + Perform project safety, quality, progress, and financial audits and assessments.

    + Facilitate project cost reporting, scheduling, work breakdown structure establishment, project setup, closeout, and field progress tracking.

    + Develop and oversee materials receiving and management process, including inventory control and transportation.

    + Review contract documents with field staff to verify compliance.

    + Direct project turnover documentation, warranty administration, and project closeout processes.

    + Support communication with governmental, industry, and public entities on project-related matters.

    + Provide mentorship and training to interns and other project team members.

    + Manage community and building trades relationships and develop project labor agreements as required.

    + Manage staffing, labor burdens, craft classifications, and ensure compliance with craft competency and training standards.

    + Estimate, forecast, and manage craft install unit rates, earned value, schedule, change management, and cost metrics.

    + Manage construction equipment inventory to complete projects.

    Essential Skills

    + Bachelor's Degree in Construction, Construction Management, Engineering, or a related field, or equivalent experience.

    + 1-5 years of relevant project management experience in the construction industry.

    + Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, and Access).

    + Experience with document control, scheduling, cost control, and project management software.

    + Excellent written and verbal communication skills.

    + Strong organizational, analytical, and problem-solving skills.

    + Ability to handle large volumes of work and multi-task in a fast-paced environment.

    + Basic understanding of Generally Accepted Accounting Principles.

    + Experience on construction project sites or executing program management in industries such as aviation, commercial, energy, government, manufacturing, oil & gas, process, transportation, transmission & distribution, or water.

     

    Work Environment

     

    The position is based in a professional engineering office setting, requiring attendance 5 days a week in office.

    Job Type & Location

    This is a direct hire position based out of St. Louis, Missouri.

    Pay and Benefits

    The pay range for this position is $40.00 - $55.00/hr.
