    Role Overview:

    The Capital Project Fund Analyst position in the Project Finance Division is responsible for managing the agency's capital program, forecasted current year funding outlook and future execution program funding plans, ensuring data quality and accuracy. Position is responsible for obtaining, analyzing, and reporting key Capital Program project funding information for presentation to the executive staff, internal managers and employees; various production business units and asset management teams (Roadway, Bridge, Traffic Safety Mobility, District Program Managers, etc.). Incumbent is required to and is responsible for producing detailed analytical reports for the agency's leadership utilization in making decisions related to short- and long-term capital program plans, given forecasted revenue. Position will take the lead in the division's capital data governance process.

    This position is located in INDOT’s Central Office.

    Salary:

    This position traditionally starts at an annual salary of $70,122.00. Salary for this position may be commensurate with education and job experience.

     

    A Day in the Life:

    The essential functions of this role are as follows:

    + Manage small to medium size projects that may involve departments/divisions within an agency and other state or contracted resources for the project.

    + Assist in defining project scope, objectives and deliverables in collaboration with senior managers and stakeholders.

    + Coordinate communication between project team members, stakeholders and vendors.

    + Track project progress and update project schedules, plans and status reports as needed.

    + Create and maintain a team atmosphere and work environment to promote project work productivity.

    + Assist in project planning, managing risks, issues and changes in project scope. Escalate issues to senior team members as needed.

    + Schedule and facilitate team meetings, take minute meetings and follow up on action items.

    + Ensure the delivery of a product that meets stated requirements and ensuring that project objectives are achieved.

    This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    What You'll Need for Success:

    You must meet the following requirements to be considered for employment:

    + an Associate's Degree and 1+ year of experience, or

    + a High School Diploma or HSE diploma and 3+ years of experience.

     

    Related certifications and coursework may be considered for education or experience.

     

    + Working knowledge of project management theories and practices and the ability to learn and apply that knowledge.

    + Working knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation.

    + Ability to lead, encourage and influence others to perform.

    + Working knowledge of Microsoft Office software and/or project management tools.

    + Strong organizational and communication skills.

    + Related certifications and coursework may be considered for education or experience.

    + Able to perform essential functions with or without reasonable accommodation.

    Supervisory Responsibilities/Direct Reports:

    This role may be utilized in a supervisory capacity based on agency needs.
