    The Maryland Department of Transportation , Maryland Transit Administration (MDOT MTA) invites you to apply today to be considered for a position that supports the safety, development, and operational excellence of one of the largest transit systems in the United States. We are seeking a dynamic and experienced leader to serve as the Director of Technical and Safety Training.

     

    The Director of Technical and Safety Training is a senior leadership position responsible for the strategic planning, development, implementation, and oversight of all technical, safety, and regulated training programs across the Maryland Transit Administration (MTA). This includes training for over 2,200 safety-sensitive employees and staff across multiple operational departments, including Bus, Metro, Light Rail, Mobility .

     

    This position ensures compliance with federal and state regulations, MTA policies, and industry best practices. The Director oversees the development and delivery of initial and re-certification training, environmental and safety training, and specialized instruction for internal and external stakeholders who access MTA facilities and infrastructure.

     

    The Director is also responsible for the implementation and maintenance of the agency-wide Learning Management System (LMS), ensuring accurate reporting and data integrity. This role plays a critical part in supporting MTA’s mission, vision, and strategic goals by fostering a culture of safety, continuous learning, and operational excellence.

    Key Responsibilities:

    + Lead and oversee all technical, safety, and professional development training programs for instructional staff across all MTA departments, ensuring consistent standards and continuous learning agency wide .

    + Ensure compliance with all federal, state, and agency training requirements.

    + Oversee the certification and re-certification of operators, controllers, supervisors, and maintenance staff.

    + Direct the implementation and maintenance of the Learning Management System (LMS).

    + Develop t raining using in-person, virtual, and hybrid models.

    + Su pport t he coordination of training for emergency preparedness, first responders, and major transportation events.

    + Support safety culture by conducting risk assessments, job hazard analyses, and ensuring proper use of PPE.

    + Collaborate with internal and external stakeholders to ensure training access and compliance.

    Qualifications

    Education:

    Bachelor’s degree from an accredited college or university.

    Experience:

    Extensive experience in transit operations, technical training, and safety compliance. Proven leadership in managing large-scale training programs and teams. Possess deep knowledge of federal and state transit regulations, with hands-on experience managing and delivering safety and compliance training . Experience with Learning Management Systems and data reporting is preferred.

    Notes:

    1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.

    2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year-for-year basis for up to four years of the required education.

    3. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year-for-year basis for up to four years of the required education .

     

    Licenses & Certifications

     

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
