The Safety Manager is responsible for oversight of Equipment Redistribution & Divestiture (ERDS) at three Army Continuous Transformation (CT) focused locations: Fort Bragg, Fort Hood, and Fort Carson, as well as 11 Continental United States (CONUS) and Outside CONUS (OCONUS) locations during fly-away missions. As a Safety Manager, you will lead and drive operational improvements in occupational safety, reporting, analysis, and investigations. With a strong focus on OSHA standards, regulatory compliance, and risk management, you will foster a safety-focused culture that enhances organizational safety records. The Safety Manager will lead and manage the CT Site Safety Coordinators who will be focused on equipment turn-in, retrograde, and property disposal operations. + Recordable incident rate (RIR)
+ Number of safety training hours completed per month
+ Near miss and hazard report closure rate
+ Audit and inspection pass rate
+ Compliance with site-specific safety plan
Responsibilities
+ Manage occupational safety programs, ensuring adherence to OSHA standards and other regulatory requirements.
+ Conduct thorough safety investigations and analyses, providing detailed reports and actionable recommendations.
+ Develop and implement risk management strategies to mitigate potential hazards and improve workplace safety.
+ Develop and maintain a Site-Specific Safety Plan and Job Hazard Analysis (JHA) in accordance with OSHA standards and Army Regulations.
+ Support Government and company site specific job investigations.
+ Conduct safety inspections.
+ Develop metrics and collect data regarding safety operations.
+ Maintain the following programs: comprehensive Lockout/Tagout, fall protection, industrial hygiene, fire protection, pressure vessel and pressure system safety, electrical safety, and permitting (if required by contract).
+ Investigate accidents and report.
+ Optimize safety processes and procedures to enhance efficiency and effectiveness.
+ Promote a culture of safety by leading by example and encouraging proactive safety practices among employees.
+ Collaborate with Safety Coordinators to integrate safety into all aspects of the organization’s operations.
+ Monitor and evaluate the effectiveness of safety programs, continuously seeking opportunities for improvement.
+ Provide training and guidance to employees on safety standards, regulations, and best practices.
+ Maintain accurate and up-to-date safety records and documentation.
Qualifications
+ Bachelor’s degree in occupational safety, environmental science, or related field preferred.
+ Minimum of 5-7 years technical experience directly related to safety management experience on government, military, or industrial logistics sites.
+ OSHA 10 and 30 certified (General Industry or Construction); CSP, CHST, or similar preferred.
+ Strong expertise in risk management, process optimization, and incident investigation.
+ Working knowledge of OSHA 29 CFR 1910, EM 385-1-1, DA PAM 385-10, and Army site safety practices.
+ Skilled in developing and implementing procedures, knowledge of Army safety systems and reporting (e.g., mishap reporting to the COR)
+ Experience supporting military, logistics, equipment turn-in, retrograde, or base closure operations.
+ Demonstrated ability to lead and drive improvements in organizational safety records.
+ Excellent communication and leadership skills, with the ability to foster a safety-focused culture.
+ Ability to manage multiple priorities and projects in a dynamic and fast-paced environment.
+ Passionate about enhancing the safety and well-being of the workforce and the environment.
+ Must possess a valid state driver's license and proof of vehicle insurance.
+ Forklift and HAZMAT handling certification a plus.
+ Must have a real ID.
