Position Description
We're seeking a Transmission & Distribution Electric Operations Safety Manager to join our team at Tacoma Power. In this critical leadership role, you'll be responsible for managing the electric operations safety programs for both our Transmission & Distribution (T&D) and Generation Electric Operations. This position ensures the safe and reliable production and delivery of electric power across our service area and at our hydroelectric projects.
You'll be a key advisor and leader, providing technical expertise and guidance on safety regulations, particularly WAC 296-45, to our management, supervisors, and field employees. Your work will directly impact the well-being of our workforce and the public, as you guide and shape practical work procedures and equipment standards, and provide operational guidance. This role requires close collaboration with the Power Safety Manager and other city safety programs to ensure coordinated and consistent safety services.
Core Responsibilities:
1. Leadership & Supervision: You will supervise, coach, and evaluate the T&D Electric Operations Safety staff, including safety coordinators. This includes managing schedules, approving time, handling performance reviews, and administering union contracts. You will be a leader in promoting our values and fostering a diverse and inclusive work environment.
2. Safety Program Management: You will be the key point of contact for all electric operations safety matters. Your duties will include providing subject matter expertise on WAC 296-45, managing high-voltage safety programs, and coordinating with other city departments. You will also oversee accident/incident investigations and respond to unsafe conditions in the field.
3. Budget & Resource Management: You will be a steward of the T&D Safety cost center, responsible for developing, monitoring, and managing the safety budget. This includes approving expenditures, tracking materials, and consulting with management to ensure projects stay within financial projections.
4. Training & Industry Participation: You will develop and coordinate specific safety training programs for both T&D and Generation employees. Furthermore, you will serve as a subject matter expert, participating in industry groups and providing input on state and federal safety regulations.
Qualifications
Minimum Education*
+ High School Diploma or equivalent and completion of an electrical apprenticeship, or completion of a 2-year trade/technical school specializing in electrical, machining, fabrication or heavy equipment trades; OR
+ Bachelor’s degree in electrical engineering, electronics or directly related field
Minimum Experience*
6 years of related industry experience, including:
+ Four (4) years as a journey electrician working on high voltage equipment, journey hydroelectric or power generation mechanic or operator working on power generation equipment. OR
+ Six (6) years as a Hydro Utility Worker. OR
+ Six (6) years as a NERC (North American Electric Reliability Corporation) certified system operator.
AND
+ At least one (1) year of lead/supervisory experience.
*Equivalency: 1 year of experience = 1 year of education
Licensing, Certifications and Other Requirements
+ Incident Command Certification (or ability to obtain within one year of appointment)
+ First Aid/CPR Certification
+ State of Washington Driver's License
+ Qualifying journey-level high-voltage electrical certification
+ Completion of annual training and passing comprehensive personal risk assessment (background check) prior to employment and every five years thereafter as required by federal regulatory requirements (NERC-CIP)
+ Certified Utility Safety Professional (CUSP) Certification (or ability to obtain within one year of appointment)
