    Purpose

     

    The objective of Specialist is to provide project oversight ensuring all work is completed in accordance with the Liberty O&M. Additionally, the Specialist provides as-built drawings for main and service line installations, pressure testing, documenting materials needed/used, recording all contractor OQ information, and collecting all valve information. Complete closing documents and drawings are submitted in a project binder ready to file. Ensure that all work performed by internal crews and 3rd party contractors is completed per applicable codes, orders, and company procedures. The incumbent will be responsible for management and oversight of all Company and 2nd party operations activities, construction, e.g., O&M procedures, welding and/or fusion activities, gas system qualification testing and other related inspections. The position will also be responsible for a rotating after-hours on call requirement. All documents are uploaded into the R-Drive include digital versions of the documents and drawings so they may be stored and viewed electronically. The Specialist is with projects from the initiation phase and progressing development, including engineering, permitting, and construction. The Specialist will receive overall guidance from the Program Manager, Engineering Manager, Project Manager, and Director of Engineering.

    Accountabilities

    • Specialist is responsible for observing and documenting the installation of all assets, providing mapping grade GPS data when required, oversee the Construction Crew or Contractor to ensure they are following manufacturer’s procedures, federal, state and policies and the Liberty O&M.

    • Inspect internal crews and 2nd party contractors to ensure all work is completed per applicable codes, orders, procedures and safety requirements. Record daily inspections forms and pictures as appropriate while inspecting a jobsite. Utilizing the designated software for QA/QC.

    • Work with other team members, Liberty staff, and 3rd party contractors.

    • Inspect workers for proper qualifications and work quality in accordance with company policies and governmental codes.

    • Manage all company personnel for operator qualifications, this includes but not limited to, coordinating/scheduling tests, assigning training, basic plan maintenance, record keeping, etc.

    • Manage all company personnel for plastic fusion certifications, this includes but not limited to, coordinating/scheduling tests, basic plan maintenance, record keeping, company compliance, etc.

    • Provide work site oversite as requested by the Directors or Managers.

    • Act as the engineering designee, as needed, in the absence of the project manager or operations supervisor.

    • Monitor projects work, material, and compliance for which the project manager is responsible. Explain all variances when requested.

    • Confirm the utilization of the current O&M Plan and identify deficiencies and recommend edits or new processes/procedures.

    • Support the Development and the administration of management of change documentation as needed for any updates. Conduct virtual or classroom trainings to deliver these materials.

    Education and Experience

    + High school education or GED

    + Certified Welding Specialist or other certification preferred

    + 5+ years of experience in a Field position (Operations, Construction, or Inspection)
