    **MANTECH** seeks a motivated, experienced, and career-oriented **Senior Contracts and Acquisition Officer** to lead enterprise-level acquisition and procurement activities in support of the Army CIO Headquarters in **Fort Belvoir, VA** . This is a hybrid role onsite in Fort Belvoir or the Pentagon as needed.

     

    This senior role requires expert-level understanding of federal acquisition regulations, contract strategy, and vendor management to guide procurement operations in a high-impact, mission-focused environment. This position will serve as a strategic liaison between MANTECH, government Contracting Officers, DCMA, and internal teams. They will be responsible for shaping procurement approaches, ensuring compliance, and leading the full contract lifecycle across a portfolio of complex IT and cybersecurity initiatives.

    Responsibilities include but are not limited to:

    + Lead all aspects of federal contract execution, including acquisition planning, source selection support, post-award administration, and compliance oversight.

    + Collaborate directly with DCMA, Contracting Officers, and oversight bodies to ensure proper execution and alignment with FAR, DFARS, and agency-specific regulations.

    + Provide strategic guidance to internal and external stakeholders on the structure, negotiation, and administration of a wide range of contract types (FFP, T&M, CPFF, IDIQ).

    + Draft and review acquisition documentation including statements of work (SOWs), justifications, approval packages, subcontractor agreements, and funding modifications.

    + Analyze risk exposure in contracts and develop mitigation strategies; oversee contract change processes and ensure proper documentation flow and audit readiness.

    + Serve as a compliance authority for subcontractor engagement, contract deliverables, and vendor reporting obligations.

    + Support proposal development and pricing strategy in response to RFPs, task order competitions, and re-competes, in collaboration with business development and pricing teams.

    + Mentor junior contracting and procurement staff and provide training on procurement best practices, FAR/DFARS interpretation, and compliance workflows.

    Minimum Qualifications:

    + Bachelor’s degree in acquisition, business, finance, legal, or a related field, and 12+ years of experience in federal procurement, acquisition, or contract management OR 15+ years of progressively responsible acquisition experience in lieu of a degree, with demonstrated leadership in DoD or federal contracting environments.

    + Extensive hands-on experience leading government procurement programs, including contract structuring, negotiation, and compliance management.

    + Strong working knowledge of FAR, DFARS, and other federal acquisition policy frameworks.

    + Demonstrated ability to work across functional lines with legal, program management, subcontractors, and government points of contact.

    + Skilled in risk analysis, contract execution, and stakeholder communication.

    Preferred Qualifications:

    + Experience supporting Army, DoD, or Intelligence Community programs in IT, cybersecurity, or digital modernization.

    + Professional certifications such as CFCM, FAC-C, or DAWIA Level III in Contracting.

    Clearance Requirements:

    + Must be a US Citizen with a current/active Secret clearance.

    Physical Requirements:

    + Must be able to remain in a stationary position for extended periods while working on a computer.

    + Must be able to communicate and exchange information with coworkers, leadership, and government stakeholders.

    + Must occasionally move about within the office to access equipment, files, and workspaces.
