Position Summary
The Indianapolis Department of Public Works (DPW) aims to improve residents’ quality of life through bettering public spaces and infrastructure, and through providing excellent public services. Position is responsible for providing strategic oversight, developing, and implementing policy in Urban Forestry for the Department of Public Works. Manages a team of staff that develops and implements urban forestry management plans as well as the planting, pruning, and removal of hazardous trees within the public right-of-way and city parks. Position is also responsible for overseeing the implementation and permitting related to the City's Flora ordinance. Coordinates with DPW Engineering design managers for capital projects to minimize the impact on public trees and to ensure mitigation is completed when necessary. Collaborates with DPW Operations for consistent public tree care and the Department of Metropolitan Development for implementation and enhancement of tree related ordinances. In addition, this position will partner with non-profit organizations with shared objectives to maximize their collective impact on the City's urban forest. Independent judgment is regularly utilized when there are no available policies and procedures. Errors in judgment may cause inconsistencies and inconveniences as well s regulatory, safety, and budgetary problems.
Position Responsibilities
+ Provides strategic direction through the development and implementation of an urban forestry management plan with the goal of protecting and expanding the city’s urban forest in street rights-of-way, parks, and other city owned property to ensure the environmental, aesthetic, and safety benefits are maximized.
+ Manages a team responsible for completing tree inventories, tree assessments, assignment, and execution of work by contractors, Flora permitting, and other tasks as required to carry out the work of the Urban Forestry team.
+ Reviews plans, specifications, and cost projections, for public projects in the parks, streets, and green spaces balancing the project need with tree protection and preservation.
+ Oversees the prioritization and implementation of the Urban Forestry budget balancing the need for risk reduction related to trees, proactive pruning, tree planting, and tree inventories.
+ Serves as liaison with the Metropolitan Emergency Services Agency on storms and emergencies relating to trees.
+ Coordinates with non-profits and community organizations with similar missions that align with the Urban Forestry plan to maximize the collective impact on the City’s urban forest.
+ Organizes and establishes activities designed to involve volunteers in appropriate urban forestry related projects, including presentations, hands-on activities, and participation with the Marion County/Indianapolis Tree Board.
+ Leads the development and implementation of goals, objectives, policies, and priorities for urban forestry.
+ Must maintain confidentiality at all times.

Qualifications
Bachelor's degree in Urban Forestry, Horticulture, Landscape Architecture or related field and a minimum of eight (8) years of progressive relevant experience with at least two (2) years in a supervisory capacity. Individual must be an International Society of Arboriculture (ISA) Certified Arborist and have the qualifications to obtain an ISA Tree Risk Assessment Qualification (TRAQ) within 12 months. A valid driver’s license required. Candidate must have experience managing projects, executing strategic plans, and overseeing budgets. The candidate needs strong written and oral communication, staff development, and computer skills.
Preferred Job Requirements and Qualifications
A Master's Degree in a related field, and/or additional professional certifications in a related field are preferred as is experience working with public agencies. Familiarity with reviewing engineering plans is preferred.
