Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a BUDGET ANALYST, Position Description Number PDD0933P01 and is part of the Mississippi National Guard. This position is located in the Army Aviation Classification Repair Depot(AVCRAD). Responsibilities As a BUDGET ANALYST, GS-0560-9, you will accomplish budget formulations, trend analysis, and execution of all operating funds to include maintenance funds, Class Nine and Stock Funded Depot Level Repairable (SFDLR) fund. -- Formulates annual maintenance operating budget, Class Nine and SFDLR budget for the AVCRAD's inclusion in supported states' financial plan. Applies budget techniques in the formulation and execution of the maintenance Class Nine and SFDLR budget. Plans and anticipates allotment of maintenance operating, Class Nine, and SFDLR budget for the AVCRAD. Analyzes budgetary relationships and develops recommendations for budgetary actions on maintenance programs, activities, and specific functions. Evaluates trends and operating costs, used in projecting future commitments and obligations. Analyzes completeness accuracy of maintenance and SFDLR budget information. -- Issues guidance to, and coordinates with, State Aviation Officer (SAO) Maintenance Production Branch Chief in the development of quarterly and annual maintenance and SFDLR budget estimates. Reviews, edits, and consolidates maintenance operating and SFDLR budget estimates for regionally supported states to ensure compliance with rules, regulations, and procedures. Prepares or edits narrative justifications for project funding needs for submission to the NGB-AVN Aviation and Safety Directorate. -- Analyzes maintenance and SFDLR funding provided and ensures quarterly allotment to supported states is adequate to meet projected requirements. Performs in-depth rigorous analysis of maintenance operating SFDLR budget requests received from the regionally supported states by employing techniques such as cost-benefit analysis, program trade-off and exploring alternative methods of funding. Develops recommendation for budgetary adjustments to support unanticipated changes in program operations or funding. -- Monitors the use and rate of expenditure of maintenance and SFDLR funds through continuing dialogue with supported states and review of written documents and records. Develops, performs, and monitors internal control programs and procedures to identify potential over or under-obligation of maintenance and SFDLR funds. Prepares recommendations on internal control procedures to the NGB-AVN Directorate. -- Writes and edits narrative documents in a variety of forms, schedules, and reports to reflect changes in the amount and type of funds for programs handled. Is responsible for the timely submission of all recurring and nonrecurring maintenance operating and Depot Level Repair (DLR) Operation and Maintenance (O&M) budget and related reports through AVCRAD and higher headquarters to include special reports as required. Applies accounting principles ensuring that all ledgers and documents are properly reconciled. Responsible for monthly and quarterly input of reports to Production Control ensuring the accuracy of combined reports to higher headquarters. -- Performs other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Military Grade: O1 CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG. 6. Participation in direct deposit is mandatory. 7. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. GENERAL EXPERIENCE: The following six basic qualification factors are required: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: To qualify as a minimal entry level for the GS-0560-09 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. The candidate must have at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. The candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. The highly qualified candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0560-09 position, dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.
